A RESOLUTION RELATING TO CLEARWATER PASS BRIDGES
- - °° ESTABLISHING A REDUCED RATE TOKEN SYSTEM FOR A
TEST PERIOD OF TWELVE MONTHS FOLLOWING ISSUANCE
OF THE 1977 REFUNDING BONDS; AUTHORIZING A FEASI -
BILITY STUDY ON THE CONSTRUCTION OF AN ADDITIONAL
TOLL GATE ON SAND KEY-' AND AUTHORIZING THE NEGO-
TIATION WITH APPROPRIATE OFFICIALS FOR PERMISSION
TO CONSTRUCT SAME IF THE FEASIBILITY STUDY SO
INDICATED.
WHEREAS, the City of Clearwater has financed the construction,
operation and maintenance of the Clearwater Pass Bridge by collection of
tolls for the use of the Bridge; and
WHEREAS, the 1974 Bridge/Utility Tax Bonds financed the acquisition
of a portion of Sand Key not necessary for the operation of the Bridge, but
rather for the general recreational benefit; and
WHEREAS, a percentage of people using the Sand Key Park, a portion
of which was financed by the 1974 Bridge/Utility Tax Bonds, come from the
south, thereby avoiding the bridge toll which pays for said bond; and
WHEREAS, the City of Clearwater desires to assess the costs for the
purchase of Sand Key Park fairly to its users; and
WHEREAS, the City of Clearwater desires to lessen the isolation of
Sand Key from the rest of the City (resulting from the Bridge Toll) if possible
without subsidizing the operation, maintenance and debt service of the Bridge;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY
AND REGULARLY ASSEMBLED, AS FOLLOWS:
1. That the wording of the refunding bond ordinance allows the City
flexibility to adjust bridges tolls to implement a reduced rate token system if
revenues would be greater than current revenues or will fully cover the
average annual operating, maintenance and debt service requirements;

Z. That the City will implement a reduced rate token system based
on the following points;
(a) for not.to exceed a 12 rmnth period as a test to
determine the effect on net revenueK; OR
b the conclusion of such if negative to result in discontinuance
of the token system aad a return to the flat rate systems; '. `
(c) the reduced rate and tho'minimum purchase to bei
determined;

3, The City will investigate the feasibility of constructing a toll
plaza at the Southern boundary of the public park area for the purpose of

supporting that portion of the 1974 Bridge/Utility Tax Bonds which financed
the purchase of Sand Key recreational property specifically by;
(a) Conducting a traffic count to determine the extent to which
users of the recreational'park come from the mouth thereby

avoiding the bridge toll;
(b) If the findings of the traffic count justify the added expense
of an additional toll plaza, negotiating with appropriate

h? authorities for permission to construct such toll plaza.

4. This resolution to be considered an expression of intent by the
Clearwater City Commission, made simultaneously with the adoption of
the refunding program for the 1974 Bridge/Utility Tax Bonds. Y?
