T; . , y ?r.?r[t ` ' L'?'d31?•F`?. _ Z RESOLUTION No, 77 - 75 A RESOLUTION EFFECTUATING THE METROPOLITAN PLANNING ORGANIZATION FOR PINELLAS COUNTY WHEREAS, the Federal Highway Administration and the Urban Mass Transportation Administration of the U. S. Department of Transportation have issued joint federal regulations to implement Title 23 U. S. C. and Title 49 U. S, C., respectively; and WHEREAS, these federal regulations are contained in the Federal Register, Volume 40, No. 161, dated Wednesday, September 17, 1975; and WHEREAS, the purpose of these regulations is to create Metropolitan Planning Organizations within urban areas of more than 50, 000 population in each state, which is designated in the U. S. Census as the St. Petersburg Urban Area but referred to hereafter as the Pinellas Area in recognition of the County-wide responsibilities of the project; and WHEREAS, the Governor of the State is required to designate those principal elected officials of general purpose local government and other elected or appointed officials who, by State or local law or regulation, have the authority to plan and/or implement transportation facilities; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS; 1. That the City Commission does concur in the Interlocal Agreement creating the Metropolitan Planning Organization under Florida Statute 163. 01 and agrees to be a member in conformance with the terms of such Agreement. 2. That the City Commission does authorize any duly elected (or appointed) member(s) of this body to serve on the Pinellas County Metropolitan Planning Organization when designated by the Governor of this state and to serve at the pleasure of the Governor and to execute the aforesaid Interlocal Agreement on behalf of this body. ,;'•?,• ,' ?l`'A•t+E ,77 }.?n"'.`., t 1 j-. 7• i 1, t. ED That the City Commission authorizes the MPO to undertake the planning and programming contemplated by the Interlocal Agreement. Such plans or programs developed and adopted by formal resolution by the MPO shall be effective throughout the entire County. 4. That the City Commission's approval of this resolution and the Interlocal Agreement activating the Pinellas County MPO is conditional upon the MPO membership consisting of the following representation: Pinellas County Hoard of Commissioners - three members; City of St. Petersburg - two members; Clearwater - one member; City of Largo - one member; Pinellas Park - one member; Dunedin - one member; Florida Department of Transportation - two non-voting members. 5. That the City Commission of the City of Clearwater does amend and replace with this action the previous resolution an the Interlocal Agreement enacted on the 7th day of April, 1977. .6. This resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 4th day of August, A. D. 1977.
