A RESOLUTION AFFECTUATING THE FORMATION
OF THE METROPOLITAN PLANNING ORGANIZATION
FOR PINELLAS COUNTY. "'

WHEREAS, the Federal Highway Administration and the Urban
Mass Transportation Administration of the U. S. Department of Transportation
have issued joint federal regulations to Implement Title 23 U. S. C. and
Title 49 U. S. C. , respectively; and
WHEREAS, these federal regulations are contained in the Federal
Register, Volume 40, No. 181, dated Wednesday, September 17, 1975; and
WHEREAS, the purpose of these regulations Is to create Metropolitan
Planning Organizations within urban areas of more than 50, 000 population
in each state, which is designated In the U. S. Census as the St. Petersburg
Urban Area but referred to hereafter as the Pinellas Area In recognition of
the Countywide responsibilities of the project; and
WHEREAS, the Governor of the state Is required to designate those
principal elected officials of general'-purpose local government and other
elected or appointed officials who, by state or local law or regulation, have
the authority to plan and/or Implement transportation facilities; and
WHEREAS, tho City Commission of the City of Clearwater at Its
regular meeting held March 3, 1977, agreed to the compromise formation of
a Metropolitan Planning Organization as such compromise was set forth In
a letter received from the Board of County Commissioners dated February 21,
1977, and the City Commission of the City of Clearwater concurs in an
Interlocal agreement creating the Metropolitan Planning Organization under
Florida Statute 163. 01, and agrees to be a member of the planning organization
as formed pursuant to the compromise agreement in conformance with the
term of such agreement;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY. OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS.,
1. That the City Commission does concur In the compromise lnterlocal
agreement creating the Metropolitan Planning Organization under Florlda
Statute 163. 01, such compromise agreement being set out In a letter received
from the Board of County Commissioners relating to the Metropolitan .
Planning organization, dated February 21, 1977, and agrees to be a member
In conformance with the term of such agreement.
2. That the City Commission does recommend Commissioner Karleen
DeBlaker to the Governor to serve as a member of the Metropolitan Planning
organization, as compromised.
3. That the City Commission authorizes the Metropolitan Planning
Organization to undertake the planning and programming contemplated In the
lnterlocal agreement. Such plans or programs to be developed by formal
resolution by the Metropolitan Planning Organization shall be effective
throughout the County.
4. That the City Commission authorizes Commissioner Karieen
DeBlaker to serve on the Pinellas County Metropolitan Planning Organization
when designated by the Govenor, with such service to be at the pleasure of
the Governor, and she to authorized to execute the hereln-mentloned lnterlocal
agreement on behalf of the City Commission.
