WHEREAS, the City of Clearwater can benefit greatly through the maintenance, creation and enhancement of its aesthetics; and WHEREAS, this objective can best be obtained through the cooperative efforts of private and public agencies; and WHEREAS, the City of Clearwater, through the creation of a Beautification Committee, can benefit from citizen involvement and participation in the development of a beautification program for the City of Clearwater; and WHEREAS, such a Committee was previously created by passage of Resolution No. 69-108 on October 6, 1969, but its membership and the appointment of such members should be updated to make it more effective and in accordance with the provisions of the Charter; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That Resolution No. 69-108, passed and adopted on October 6, 1969, is hereby repealed in its entirety. 2. That a City of Clearwater beautification Committee is hereby established consisting of eleven (11) members who are residents of the City of Clearwater and who shall work on a voluntary basis with the City government. Where the City Commission is unable to fill the membership with a person or persons who are residents of the City of Clearwater, then the Commission may appoint members who reside outside of the corporate limits of the City of Clearwater. 3. Appointments to the Committee shall be in the same manner as provided in Section 80 of the Charter of the City of Clearwater. Appointments to the Committee shall be for two (2) year terms. The Beautification Committee shall be charged with the responsibility of developing an overall beautification program for the City of Clearwater. It is an advisory committee to the Mayor, City Commission and the City Manager and his staff. The Committee shall formulate and encourage the development of beautification and aesthetic enhancement projects, including but not limited to, the enhancement of architectural appearance, appropriate landscaping in City parks, highways, and other open spaces, ornamental lighting, periodical clean-up campaigns, rederal and State beautification programs, and any other useful and worthwhile program designed to maintain and improve the attractive appearance of the City of Clearwater.
