A RESOLUTION AUTHORIZING THE CITY MANAGER TO
SUBMIT A PROPOSAL TO THE UNITED STATES URBAN
MASS TRANSIT ADMINISTRATION, DEPARTMENT OF
TRANSPORTATION, FOR FUNDING UNDER THE URBAN
MASS TRANSPOR'T'ATION ACT OF 1964, AS AMENDED,
WHEREAS, the Urban Mass Transportation Act of 1964 provides
funding assistance to public agencies for facilities and equipment and other
real and personal property needed for an efficient and coordinated mass
transportation system; and
WHEREAS, numerous studies and reports have documented traffic
and transportation problems in the Central Business District, in Clearwater
Beach and on the connecting causeway; and
WHEREAS, the Urban Mass Transportation Administration has announced
that it will choose up to three cities for Installation of the first public Downtown
People Mover (DPM) systems and will provide up to eighty per cent of the
capital costs required to Implement such projects, with the remaining twenty
per cent to be provided from state and local funds; and
WHEREAS, the City of Clearwater on May 10, 1976, submitted a
"Letter of Interest" and the Urban Maus Transportation Administration has
acknowledged the letter of interest and has Invited the City of Clearwater to
submit a proposal; and
WHEREAS, a proposal has been jointly prepared by the City Manager
and by the Executive Director of the Tampa Bay Area Rapid Transit Authority
In accordance with applicable guidelines;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:
1. That the City Manager is hereby authorized and directed to file
a "Downtown People Mover" proposal with the Urban Mass Transportation
Administration, to provide additional information and to furnish such

documents as may be required, and to act as the authorized representatLve
of the City of Clearwater.
2. That a certified copy of this Resolution be included as part of the
City's proposal to be submitted to the Urban Mass Transportation Administration.
