A RESOLUTION AUTHORIZING THE CITY OF CLEARWATER
TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR A SECTION 701
COMPREHENSIVE PLANNING ASSISTANCE GRANT
WHEREAS, Section 701 of the Housing Act of 1954, as amended,
provides for the making of grants for Housing and Urban Development to
Cities of over 50, 000 population to assist them in Comprehensive Planning
Activities; and
WHEREAS, in March, 1972, the Department of Housing and Urban
Development issued, and in December, 1973, changed, its most recent, '
Handbook of Procedures and Priorities with respect to the Comprehensive
Planning Assistance Program, which Handbook places a high priority on
Management and Planning Activities; and
WHEREAS, the City of Clearwater already has on file with the
Department of Housing and Urban Development a Comprehensive Planning
Assistance Program and is in the second year of a program to create a new
Comprehensive Plan; and
WHEREAS, the City of Clearwater is desirous of continuing this
program of Planning Management Activities and, further, that monies are
now available for fiscal 1976-1977 and that the City of Clearwater would
like to avail itself of the opportunity to continue in this program; and
WHEREAS, it is estimated that the Comprehensive Planning Assistance
Grant for 1976-1977 will be requested in the sum of $75, 000, of which
$25, 000 is to be the Cityrs share and $50, 000 is to be the Department of
Housing and Urban DcvelopmentFs share;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:

1. That an application be made to the Department of Housing and
Urban Development for the amount authorized by Section 701 of the Housing Act
of 1954, as amended, which amount is requested to be $50, 000 and that the
applicant will pay the balance of the cost from other funds available to it.
2. That the City Manager is hereby authorized and directed to execute
and file such application with the Department of Housing and Urban Development,
to provide additional information and to furnish such documents as may be
required by the Department, to execute such contracts as are required by
the Department, and to act as the authorized correspondent of the Applicant.
3. That the United States of America and the Secretary of Housing
;and Urban Development be, and hereby are, assured of full compliance by
the Applicant with the regulations of the Department of Housing and.Urban
Development effectuating Title VI of the Civil Rights Act of 1954.
