WHEREAS, pursuant to the procedure established in Section 7-Z,
-t of the Code of Ordinances of the City of Clearwater, Florida, 196x, relating

to unsafe buildings, and the Southern Standard Building Code, the Building
Official of the City of Clearwater has caused to be inspected the following
{ described real property and the building situated thereon:
f The East Half (F.-l/Z) of Lot Z, Block "C", Revised Map
r, of Jurgens Addition to.Clearwater according to the map or
plat thereof as recorded in Plat Book 4, page 17 of the Public
Records of Pinellas County, Florida, also known as $07 Jurgens
Street, Clearwater, Florida.
The record title holder to said property appears to be
Voluntary Miracle Church of Faith, a Florida corporation
not for profit, PO Box 413, Miami, Florida 33137, according
to the Public Records and the current tax rolllof Pinellas
County, Florida; and
WHEREAS, based upon said inspection, the Building Official determined '
that said property and the premises were unsafe, unsanitary, unfit for human
habitation and do not properly comply with the requirements of Section 7-2
of the Code of Ordinances of the City of Clearwater, Florida, 1962, relating
to unsafe buildings, and the Southern Standard Building Code; and
WHEREAS, on August 31, 1973, an inspection was made of the vacant
and unsecured building which was then owned by Bishop John Lee of the Apostolic
Church of Jesus, and written notice was furnished setting forth said deficiencies
and violations and advising the owner that he had until forty-five days from
date thereof to properly comply and correct said deficiencies and violations;
and
WHEREAS, Bishop Lee contacted the Building Department and stated
that the building was no longer being used and requested an extension of time
to sell the property for the value of the land, which request was granted; and .
WHEREAS, on April 4, 1974, the Building Department was informed
that Mrs. Lillian Raynor had acquired the property, the requirements of the
City of Clearwater ordinances were explained to her and she received a
demolition permit for razing the structure; and

WHEREAS, on July 10, 1975, the Building Department was informed
that Lillian Raynor had sold the property to the Voluntary Miracle Church of
Faith, and several meetings were hold with the officers of the Church explaining

WHEREAS on November 19, 1975, the owner was notified that an
inspection revealed that the deficiencies and violations had not been corrected;
and
WHEREAS, the Building Official of the City of Clearwater has
recommended to the City Commission that the building situated on the above
described real property be demolished pursuant to Section 7-2 of the Code
of Ordinances of the City of Clearwater, Florida, 1962, and the Southern

'P WHEREAS, the City Commission scheduled a public hearing on said
matter for Thursday, January S, 1976, at 12:30 P.M. at Clearwater City Hall
Auditorium, had notice of said public hearing published once a week for at
least two weeks, the first publication being at least ten days prior, and has
also had mailed a notice of the scheduled public hearing by certified mail,
return receipt requested, to the occupant at the street address of the property
and the owners of the property addressed as indicated on the current tax roll
of Pinellas County, Florida, said notice requiring all persons interested to
show cause why the occupant or owner, or both, should not comply with the
order and decision of the Building Official;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:
1. The City Commission, after proper notice and public hearing,
and having considered the evidence and testimony presented, finds that no
objections have been filed or presented or that the objections filed or presented
are deemed insufficient, further finds that the above described real property
and the buildings situated thereon are unsafe, unsanitary, unfit for human
habitation and dangerous and detrimental to the health, safety, morals and
general welfare of the community, and do not properly comply with the

3. That a certified copy of this Resolution shall be immediately
forwarded by certified mail, return receipt requested, to the occupant, if any,
at the street address of the property, and to the owners of the property addressed
as indicated on the current tax roll of Pinellas County, Florida.
4. Further, that if said occupant and/or owner fail to properly comply
with this said Resolution within the said thirty (30) day period, the City
Commission shall cause the removal or demolition of said building and shall
charge upon those benefitted and the property such special assessment of the
necessary costs incurred as determined by the City Commission and shall
provide that such assessment be alien upon the real estate improved.
