preparation of an approved operation and maintenance manual for such

WHEREAS, Briley, Wild & Associates have presented to the City a
proposal for preparation of the operation and maintenance manual for the
Marshall Street Pollution Control Facility at a cost of $29, 000, 7576 of
which will be borne by theFederal Government;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS

Wild & Associates to prepare the operation and maintenance manual for the
Marshall Street Pollution Control Facility required by the Environmental

Dear Sir:
"Acceptance of the Environmental Protection Agency grant offer to the
City of Clearwater included as a stipulation the preparation of an
approved operation and maintenance manual. This manual is a detailed
operator, guide for process control and management techniques. Included
in the operations portion are chapters concerned with magagerial respon-
sibility, permit conditions, process description, detailed operation,
laboratory controls, record keeping, maintenance, safety, personnel
requirements, and emergency readiness. The manual must describe both
new equipment and that equipment still in use from earlier plant
expansions. It should be noted that the Marshall Street Plant includes
new processes which requires a considerable amount of detailed opera-
tional advice. Operator training for the nitrification stage is non-
existant in the State. This manual must suffice. The requirements of
the chemical feed and instrumentation portion of the plant require a
much greater amount of engineering and drafting time than was necessary
for the East Manual. Some features of the Bast Manual will be incorpor-
ated'in the Marshall Street Manual. The maintenance manuals are bound
copies of the process equipment manufacturers' instructions for the best
utilization of their equipment.

We will prepare an outline of the proposed manual. Upon receipt of
State and Federal approval of the outline, we will prepare the manual.
The manual will completely describe the operation of the facility
through the nitrification stage. Process control and equipment actually
installed will be incorporated in the manual.
Time of Co lotion
The manual will be developed as plant construction progresses. The
manual will be forwarded to EPA for approval prior to completion.of con-
struction May 17,'1977.
Payment for EnizineerinQ Services
For the preparation of both the outline of the manual and the operation
and maintenance manual as described in Scope of Services, including
approval copies, 15 operations manuals for City use and 3 copies of
maintenance instructions, will be the lump sum of $29,000. We estimate
that this project will require 700 hours of engineering time, 650 hours
of report illustration and 350 hours of secretarial time. Partial pay-
ment vouchers based upon a percentage of the work completed on the manual
will be submitted during the course of this project. It should be noted
that this manual is grant eligible and 75 percent of the cost will be
borne by the Federal Government.
