RESOLUTION •SS No, 74 - 134 A RESOLUTION AUTHORIZING PARTICIPATION BY THE „ CITY OF CLEARWATER WITH OTHER MUNICIPALITIES WITHIN PINELLAS COUNTY FOR THE PURPOSE OF DETERMINING THE PORTION OF PINELLAS COUNTY REVENUES ATTRIBUTABLE TO EACH MUNICIPALITY AND THE POSITION OF PINELLAS COUNTY EXPENDITURES BENEFITING EACH MUNICIPALITY. WHEREAS, the City of Clearwater and its citizens contribute a large amount of revenues to Pinellas County each year; and WHEREAS, the effects of inflation and increasing demands on City government are placing serious strains on the budgets of the. City and its citizens; and WHEREAS, there is great concern on the part of the City of Clearwater and other municipalities as to whether the citizens of these municipalities are receiving benefits from Pinellas County government proportionate to the revenues they are contributing to the County; and WHEREAS, there have been requests in the past by some municipalities for Pinellas County to justify its expenditures in relation to the revenues it receives from these municipalities and the requests have not resolved the issue; and WHEREAS, the City of Clearwater with other municipalities has con- sidered the feasibility of obtaining an expert analysis of the fairness of the revenues collected from these municipalities by the County in proportion to the benefits received from the County by these municipalities; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION REGULARLY AND DULY ASSEMBLED, AS FOLLOWS: 1. That it will be in the best interest of the City to have a nationally recognized expert on budget analysis and taxes to conduct a study of the Pinellas County budgets for the last five years for the purpose of determining the inequities between revenues collected from the City by Pinellas County and the expenditures Pinellas County makes that benefit the City of Clearwater. 3. That the City of Clearwater is hereby authorized to participate with other Pinellas County municipalities affected by these inequities in obtaining an analysis of the Pinellas County budget with the cost thereof being borne by all municipalities on a proportionate basis as related to the percentage of taxes its citizens pay to the County.
