i6"?3jar WHEREAS, the City Commission of the City of Clearwater, Pinellas
County, Florida, heroin called the "Applicant", after thorough consideration
-wp of the various aspects of the problem and study of available data, has hereby
determined that the construction of certain public works, generally descrlbed
as Expansion and Upgrading of the Marshall Street Pollution Control Facility,

is desirable and in the public interest and to that end it is necessary that
action preliminary to the construction of said works be taken immediately;

WHEREAS, under the terms of Public law 92-500,86 Statute Title II
Sec. 201, the United States of America has authorized the U. S. Environmental
Protection Agency to make Federa I grants for sewage treatment works to public
bodies to aid in financing the cost of construction and related cost to aid in
the'construction of such public work; and
WHEREAS, the Applicant has previously made application for grant funds
by Grant Application No. C 120405010 under said Public law 92-500 and the
U. S. Environmental Protection Agency and the Florida Department of Pollution
Control has made an offer `o the Applicant dated October 7, 1974;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
That the Applicant accepts such offer as proffered inasmuch as the ; at
construction of the additions and modifications to the Marshall Street Pollution
Control Facility are necessary and that the acceptance of this offer will assist
in deferring the cost of construction of the aforesaid.
2. That the Applicant agrees to comply with the Standard and Special
Conditions of the Brant offer and phasing of construction to provide for a
capacity of 10 million gallons per day with denitrification or other means of
effluent disposal with Federal Grant Assistance as applied for under Grant
Application No. C120405020.

3. That Picot B. Floyd as City Manager be hereby authorized to
execute on behalf of the Applicant the offer in form as submitted by the
United States and in conformity with said Act and, further, that the said
Picot B. Floyd as City Manager is hereby authorized to furnish such additional
information and fake such other action as may be necessary to enable the
Applicant to fully meet the requirements of said offer and,,further, that the
said Picot B. Floyd as City Manager is designated as the authorized representative
of the Applicant. '
4. ghat certified copies of this Resole#ion be included as part of the
Applicant's acceptance of said offer and this Resolution shall be submitted as
apart thereof. `
