WHEREAS, the City of Clearwater has become aware of certain

WHEREAS, the City of Clearwater has a very sound and workable civil ?

WHEREAS, there are many dangers and disadvantages to basic }f.

consolidation of jurisdictional personnel systems which include the adequacy
of representation for the City of Clearwater in such program and reduction of
control by the City Manager and the Civil Service Board over personnel rules,
j regulations and policies which would prevent attuning personnel operations to

current needs of management of the City and to the influence of technological r
it; and social change which may affect Clearwater to a greater extent than other
agencies or political jurisdictions; and
?., <?r- • WHEREAS, the City of Clearwater is opposed to such a consolidation
because of the significant differences among the various political jurisdictions

• within Pinellas County in terms of their population, political structure,
gf organizational development and other such problerns; ?.

X NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, ??? ,
r IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
E 1. That the City of Clearwater hereby opposes any countpyide
consolidation of the personnel systems of various municipal and county
personnel systems within Pinellas County unless suchprograms would be as
good or better than the one now in operation in the City of Clearwater, s
2. That a certified copy of this Resolution be forwarded forthwith to
the Board of County Commissioners of Pinellas County and to the County
Services Committee. ,
