WHEREAS, the Tampa Bay Regional Planning Council, an organization
of City and County elected officials, was formed for the purposes of carrying
out comprehensive, areawide planning for Pasco, Pinellas, Hillsborough,
Manatee and Sarasota Counties under Chapter 160, Florida Statutes; and
WHEREAS, the City Commission of the City of Clearwater has
considered House Bill 1233, "The Multi-County Planning Commissions Act of
1973"; and
WHEREAS, the City of Clearwater strongly supports the need to
strengthen existing regional planning councils and encourages the formation of
new regional planning organizations as part of the new State comprehensive
planning policies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City of Clearwater hereby opposes the concept of forming
new multi county planning commissions, without due recognition of existing
Regional Planning Councils, in the Multi-County Planning Commissions Act
of 1973, in the sincere belief that such provisions, if enacted, would be
detrimental to the efficient operations of existing Regional Planning Councils.
2. That the City of Clearwater strongly opposes the suggested method
of gubernatorial appointment to the proposed multi-county planning commissions,
for the City feels the opportunity for local community involvement and guidance
into solving local problems would thereby be lost.
3. That the City of Clearwater urges the Florida State Legislature to
give immediate consideration to amend Chapter 160, Florida Statutes, and
provide an annual State Financial Assistance Program to existing Regional
Planning Councils and thereby lessen the severe' financial burdens on local
