RESOLUTION
No, 73 - 54
WHEREAS, the Tampa Bay Regional Planning Council has under
development a Pollution Abatement and Water Quality Management Plan
for the Tampa Bay Basin System which is scheduled for completion on
July 1, 1973; and
WHEREAS, the Water Quality Management Plan Is a requirement
of the Environmental Protection Agency for the awarding of P. L. 92«500
construction grant funds to local governments in the region; and
WHEREAS, the Water Quality Management Plan will place heavy
emphasis on the regionalization of wastewater treatment facilities; and
WHEREAS, the availability of Federal and/or State funding is mandatory
for the implementation of a regional wastewater treatment facility concept; and
WHEREAS, the Florida State Legislature did in 1970 pass "The
Florida Water Pollution Control and Sewage Treatment Plant Grant Act"
providing for 25 per cent funding of federally eligible treatment plan
construction grants; and
WHEREAS, the Florida Water Pollution Control and Sewage Treatment
Plant Grant Act has never been funded;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:
1. That the City of Clearwater supports the concept of regionalization
of wastewater treatment facilities; and
2. That the City of Clearwater urges the Florida State Legislature to
amend the Florida Water Pollution Control and Sewage Treatment Plant Grant
Act of 1970 increasing the funding level to 75% and appropriate Fifty Million
Dollars to be allocated to federally eligible but not federally funded projects
for fiscal year 1973 and fiscal year 1974; and
3. That this amendment and appropriation be considered an emergency
measure taken to supplement the share of federal funds allocated to the State of
Florida for wastewater facility construction for fiscal year 1973 and fiscal year
1974; and
4. That copies of this Resolution be transmitted to the Tampa Bay Regional
Planning Council, the Pinellas County Legislative Delegation and the Florida
Department of Pollution Control,
