WHEREAS, Section 701 of the Housing Act of 1954, as amended,
provides for the making of grants by the Secretary of Housing and Urban
Development to Cities of over 50, 000 population to assist them in
Comprehensive Planning Activities; and
WHEREAS, in March of 1972, the Department of Housing and Urban
Development issued its most recent handbook of procedures and priorities
with respect to the Comprehensive Planning Assistance Program, which
handbook sets highest priority on Management Assistance activities; and
WHEREAS, the City of Clearwater already has on file with the "
Department of Housing and Urban Development a Comprehensive Planning
Assistance Application in the amount of $21, 000; and
WHEREAS, the Department of Housing and Urban Development has
made known the eadstence of a Supplemental Appropriation for use in
Management Assistance Activities, and further that the City of Clearwater
can amend its current application to avail itself of this opportunity; and
WHEREAS, the City of Clearwater desires to amend its Comprehensive
Planning Assistance Application by increasing its scope of Management
Activities to take advantage of the Supplemental Appropriation; and
WHEREAS, it is estimated that the amended Comprehensive Planning
Assistance Activities will cost $58, 796, of which $19, 620 is to be the City's
share and $39, 176 is to be the Department of Housing and Urban Develop-
ment's share;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:
1. That an amended application be made to the Department of Housing
and Urban Development for a grant in an amount authorized by Section 701.

of the Housing Act of 1954, as amended, which amount is presently estimated
to be $39, 176, and that the Applicant will pay the balance of the cost from other
funds available to it.
•2. That the City Manager is hereby authorized and directed to execute
and file such application with the Department of Housing and Urban Development,
to provide additional information and to furnish such documents as may be
required by said Department, to execute such contracts as are required by
said Department, and to act as the authorized correspondent of the Applicant.
3. That the United States of America and the Secretary of Housing and
Urban Development be, and they hereby are, assured of full compliance by
the Applicant with regulations of the Department of Housing and Urban
Development effectuating Title VI of the Civil Rights Act of 1954.
