RESOLUTION

WHEREAS, Section 701 of the Housing Act of 1954, as amended,
provides lor the making oC grants by the Secrotary of Housing and Urban
Development to Cities of over 50,000 p'opulation to assist them in compre-
hensive Planning Activities; and
WHEREAS, in March of 197Z1 the Department of Housing and
Urban Development issued its most recent handbook of procedures and
priorities with respect to the Comprehensive Planning Assistance Program,
which handbook sets highest priority on l-,'!anagement Assistance Activities;
and
WHEREAS. the City of Clearwater. in order to take advantage of
the full potential of the Comprehensive Planning Assistance as detailed
in the latest handbook, has amended its initial application. said initial
application being submitted prior to publication of the aforementioned
guidelines; and
WHEREAS. THE CITY OF CLEARWATER'S amended application has
been approved for submission by this Commission, and has been approved
for fWlding by the Department of Housing and Urban Development subject to
the submission of additional information; and
WHEREAS, the Department of Housing and Urban Development has
requested as an additional submission item, a resolution authorizing the
submisoion of the initial application prior to amendment; and
WHEREAS. Resolution No. 72-84. passed and adopted on July 10.
1972, clearly indicates this Commission's approval of and desire to submit
an amended Comprehensive Planning Application. said application being
delayed in review by a need {or a similar resolution authorbing the sub~
mission of the initial Comprehensive Planning Assistance Application in
the initi.al amount of $21.000, said application now amended both in program

NOW THEREFORE, BE IT RESOLVED BY THE CITY
COMMlSSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REQULARLY AND DULY ASSEMBLED, AS
FOLLOWS:
1. That tho City of Clearwator's initial application for Compre-
hensivc Planning Assistance submitted to the Department ot Housing and
Urban Development on March Z3, 1972, is hereby authorized.
2. That U the City or Clearwater's initial application lor Compre~
hensive Planning Assistance bad not heen amended. and if said application
had been approved, the Applicant would ha'le paid the local share of
approximately $7.000 from lunds (other than Federal funds) available
to it.
3. That if the City' 8 initial application had not been amended, the
City Manager would have been authorized and directed to execute any
contracts pertaining to said application and to act as the authorized cor-
ref.lpondent of the Applicant,
4. That it the City's initial application had not been amended, the
United States of Amedca and the Secretary of Housing and Urban Develop-
ment would have been assured full compliance by the Applicant with regula-
tions of the Department of Housing and Urban Development effectuating Ti.tle
VI of the Civil Rights Act of 1964 pertaining there to.
5. That the passage and adoption of this resolution ie in response
to a direct request !rom the Depa.rtment o! Housing and Urban Development
for a resolution a.uthorizing the submission of the initial Comprehensive
Planning Assistance application, so tha.t the City's amended a.pplication
for Comprehensive Planni.ng Assistance, (already authorized by this
Commission. ref. Resolution No. 72.-84) would be complete.
