_____ A RESOLUTION URGING CLEARER STANDARDS
AND PROCEDURES AND EXPEDITION OF GRANT
APPLICATIONS FOR WATER AND 5EWAGE SYSTEMS
BY STATE AND FEDERAL OFFICIALS AND AGENCIES
WHEREAS, The City of St. Petersburg and the Pinellas County
Board of County Commissioners jointly sponsored an all-day Seminar on
Wastewater Management on April lq, 1g72, at Bayfront Center, during
which all-day session it was determined and made evident that the Laws of
Florida werc presently inadequately defined for Administrative applica-
tion aver problems surrounding water and sewage systems and State
standards and gracedures;and
WHEREAS, sufficient criteria for guidance of local governments
has not been forthcoming from various Departments and Agencies of the
State of Florida as to permit local governments to determine regulations and
their application and techniques surrounding such systems for improvements
and technological innovation; and
WHEREAS, this Seminar did result in a Resolution by a panel
of elected officials representing the County Government and municipalities
within Pinellas County, urging improved guidance, clearer standards, and
more definitive statements of both State and Federal laws, rules, standards
and assistance capabilities, most particular from the Florida Department
of Pollution Control and the U. 5, Environmental Protection Agency;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE C1TY OF CLEARWATER,
FLORIDA, IN SESSION DULY AND REGULARLY
ASSEMBLED, AS FOLLOWS:
That the City Commission of the City of Clearwater, Florida,
urges the Florida Department of Pollution Control and the U. 5. Environ-
mental Protection Agency to assure that they~•.wa111 provide to local govern-
ments more specific guidance, clearer standards, and more definitive
statements of laws, rules, regulations, procedures and financial assistance
capabilities and potentials; and, further, that these agencies assure that

they have es.thblished uniform regulations applicable to ail local govcrn-
ments~,and not distinct for various portions of the State of Florida; that
these agencies review their previous positions and requirements so that
technological breakthroughs and innovations will ba given consideration;
that the regulations of these agencies recogni~n and respect the severe
financial limitations and financial stranglehold in which local governments
in Florida find themselves ae a result of State Law, and thus provide
adequate time for financial means to be provided by the State for the
local governments to provide those measures now ruled necessary by
the State, as to water and sewage systems, .ind their improvements;
and that such agencies more expeditiously process applications and re-
ferrals of local governments to avoid previous major delays in perform-
ances toward meeting State Laws and standards.
