WHEREAS, the Depaxtmont of Public Works and Engineering of
PinellaH County, Florida, hoe informed the City of Clearwater that it is
preparing the 19721973 resurfacing program for inclusion in the budget of
the Board of County Corrsmissioners, which program will include the resurfacing
of Belcher Raad (C. R. 27} from Gulf to Bay Boulevard (S. R. 60) to Northeast
Coachman Road (S. R. 590), a portion of which lies within the City limits of
the City of Clearwater; and `
WHEREAS, the City has also been informed that the County policy
requixes that when the County does work within a municipality, the County pays
50% of the actual construction coat and the City is expected to contribute 50%
of the actual cost of the work done an the portion of road within the municipality;
and
WI'iEREA5, Pinellas County constructed Belcher Road from Culf to
Bay Boulevard to Northeast Coachman Raad with a design strength leas than
that required for an arterial street; and
SPHEREAS, Pinellas County now proposes to construct Belcher Road
from Gulf to Bay Boulevard South to Belleair Road at a design strength required
far an arterial street; and
WHEREAS, Pinellas County now proposes to overlay that portion of
Belcher Road from Gulf to Bay Boulevard to Northeast Coachman Road in order
to bxing it up to the requited design strength, said overlay should be considered
as a second phase of construction and not a maintenance project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:

1. That the City Commission horeby officially requests #ho Board of
County Comrnissioners of Pinellas County, Florida, to proceed with the pro.
posed overlay of that portion of Belcher Road Nor#h of Gulf to Say Boulevard,
as part of the construction project of Belcher Road South of Gulf to Bay
Boulevard without participation from the City of Glearwater, in that the
City of Clearwater did not participate in the fixst phase of its construction.
2. That a certified copy of this Resolution be forwarded forthwith
to the Board of County Commissioners, Pinellas County Court House,
Clearwater, Florida.
