WHEREAS, ~ the City of Clearwater. Florida, herein called the
"Applicant", after thorough consideration of the problem and available data,
hoe hereby detormined that the project described below is in the best interoats
of the general public;
We will be instituting a complete package of micro«film
processing of all records within the Pnlico Department.
This will necessitate the purchase of several pieces of
equipment to fully incorporate an efficient and total system
to the advantage Of the whole Department. Having used tag all
the available storage apace fax arrest records, which now
total over 500, 000 pieces of data and approximately 200, 000
pieces of data on Offense Reports, which is all considered
bank-leg and will necessitate the overall transfer to micro-
film, Ta do this, it is necessary to purchase additional
equipment in conjunction with our present film pxocessing
facilities. Part of this equipment has been appxoved in this
fiscal budget, but to have a complete and adequate system,
additional equipment is necessary. A film processor is necessary
for security reasons and also for a fatal in«house operation.
A readex~printex, readex and camera are also necessary pieces
of equipment to make this system operate. In addition, an
automatic elevator file is necessary to contain this micro..film;
and
WHEREAS, under the terms of Public Law g0-351, the United States of
America has authorized the Law Enforcement Assistance Administration,
through the Florida Governor's Council nn Criminal Justice, to make Federal
Grants to assist local gavernnzents in the improvement of criminal justice; and
WHEREAS, the Applicant has examined and duly considered such Act
and the Applicant considers it to be in the public interest and to its benefit
to file an application under said Act and to authorize other action in connection
therewith;
NOW, THEREFORE, BE iT 1LESOLVED SY THE CITY
COMMLSSION OF THE CITY OF GLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOT.LO WS:
1. That the project generally described above is in the best intereafs
of the Applicant and the general public.
2. That Fraslt Daniels, Chie£ of Police, be hereby authorized to file
in behalf of the Applicant an application in the form prescribed by the Florida
Governor's Council an Criminal Justice in conformity with said Act, for a
grant to be made to the Applicant to assist in defraying the cast of the project
generally described above.
3. That if such grant be made, the Applicant shall provide or make
necessary arrangements to provide such funds and/or in kind cantributiona
in addition to the grant as may br, required by the Act to defray the cost of the
project generally described above.

4. That said Frank Daniels, Chief of Police,' 3n hereby authorized
to furnish such information and take Ruch other•action as may bo necessary
to enablo the Applicant tv qualify for said grant.
5. That the Official designated in the proceding paragraph is hereby
designated as the authorized representative of the Applicant far the purpose
of furnishing to the Florida Governor's Council vn Criminal Justice such
information, data and documents pertaining to the application for said grant
as may be required and otherwise to act as the authorized representative of
the 'Applicant in connection with this application, '
6. That certified copies of this Resolution be included as part of the
applicatlon for said Brant tv be submitted to the Florida Governor's Council
on Criminal Justice.
7. That if such grant be made, the Applicant or Official designated in
Paragraph d above shall maintain such records necessary and furnish such
infoxmation, data and documents as required by the Florida.Gavernor'e
Council on Criminal rustics to support the implementation of the project
generally described above.
8. That this Resolution shall take effect immediately upon its
adoption.
