RESOLUTION No. 7z .. zl s` I WHEREAS, the City of Clearwater, Flvxida, hoxain called the "Applicant", after thorough consideration of the problem and available data, has hexeby determined that the pxoject described below is in the beat interests of the general public: Having xead about several successful attempts of sabotage on Police Departments throughout the United States, we haves become aware of the vulnerability of our Police Building to such acts of destruction. Our presenE building was constructed in 1961 and no thought was given, at that time, in xegard to subversive acts that would be directed toward the Police. Consequently, the entire building is presently very vulnexable to the public. Of major concern to law enforcement ie the protection of its personnel and secondly its information and data. To ensure their safety at all times, constant surveillance of the Police grounds is.neceseary. We have studied the feasibility of installing four (~4) clnaed•.circuit camerae around the pexirneter of the Police Building and Jail entrance in weatherproof housing, to monitor movement on a z4- hour achy basis. All of the activity would be monitored continuously in the Communication Center. With the use of these cameras, any attempts or suspicious actions could bo noted and the proper action taken befoxe any damage or injury could be inflicted. This project will be implemented in conjunction with our fatally new Cvmrnunicatinn System; and WHEREAS, under the terms of Public Law 90•.351, the United Staten of America hoe authorized the Law Enfoxcernent Assistance Adnziniatration, through the Floxida Governor's Council on Criminal Justice, to make Federal Grants to assist local govexnments in the improvement of criminal justice; and WHEREAS, the Applicant has examined and duly considered such Act and the Applicant considers it to be in the public interest and to its benefit to file an application under said Act and tv authoxize other action in connection therewith; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMYSSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSIDN REGULARLY AND DULY ASSEMBLED, AS FOLLOWS: 1. That the project generally descxibed above is i.n the best interests of the Applicant and the general public. 2. That Frank Daniels, Chief of police, be hereby authorized to file in behalf ~af the Applicant an application in the form prescribed by the Florida Governor's Council on Criminal Justice in conformity with said Act, for a grant to be made to the Applicant to assist in defraying the cnst of the project generally described above.
