WHEREAS. House Hill 5436 (Chapter 70.906} was passed by the
Florida State Legislature with an effective date of October 1, 1970; and
WHEREAS, acid bill provided that any municipality in Pinellas
County is authorized and granted the power to install, improve and maintain
water or sewer lines and facilities outside of the boundaries of ouch munic-
ipality and to assess the abutting property so benefitted by such facilities
when tl) the municipality receives a petition requesting such service
signed by at least fifty per cent of tlsc property owners within a given
unincorporated geographic area, or {2} when the Florida Division of Health
shall officially notify the municipality that a health hazard e~cists within a
given unincorporated geagraphic area that is hazardous to the mwticipality
as detexmined by a field survey and appropriate tests of the Sta3te Division
of Health; and
WHEREAS, the City of Clearwater has received a petition requesting
such service signed by over fifty per cent of the property owners within
the unincorporated geographic area of Woodmont Park Subdivision, according
