RESOLUT(~ION
No. 71 r ~ 3 7
}
WHEREAS, the Florida Constitution limits municipal governments
to 10»mills of ad valorem taxation; and
WHEREAS, the Florida Legislature has not pxovided sufficient revenue
sources to allow Florida cities affected by the millage limit to reduce to
10-mills; and
WHEREAS, the Florida Legislature at the 1871 Regular and Special
5eesions refused to extend the date far impasitinn of the 10-mill limitation; and
WHEREAS, several Florida cities will be required to reduce municipal
services substantially to meet the millage deadline; and
WHEREAS, all Florida cities, responding to increasing needs for
municipal services and increasing costo to provide such services, are in
critical need of additional revenues; and
WHEREAS, the Florida League of Cities, in convention assembled
in St. Petersburg, Florida, on October 25, 1971, overwhelmingly endorsed
the Corporate Profits Tax Amendment to the Constitution; and
WHEREAS, the City of Clearwater has the responsibility to support
legislation responding to the demonstrated needs of its citizens;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
};- COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, A5
`' FOLLOWS:
1, That the City of Clearwater does hereby petition the Governor
and the Legislature of Florida to return 50~je of the Corporate Profits Tax
to the cities and counties of Florida based on the point of collection for
financial relief of local governments in Florida.
2. That the Governor and the Legislature are hereby requested to
implement an extension of the 10-mill limitation until such time ae the
revenues from the Corporate Profits Tax returned to local government
are deemed sufficient to affect the required reduction in millage,
