A RESOLUTION OF THE CITY COMMISSION AUTHORIZING
CREATION OF A CHARTER STUDY COMMITTEE TO BE
APPOINTED F3Y THE MAYOR-COMMISSIONER WITH THE
APPROVAL OF THE CITY COMMIS5ION
WHEREAS, the Pinellas County Legislative Delegation refused to
adopt any local bills during the 1971 session of the State Legislature; and
WHEREAS, the Pinellas County Legislative Delegation stated that
under the revised State Constitution municipalities should prapexly exercise
home rule powers and that the way this should be accomplished would be for
the municipality to study and revise its charter thereby enabling it to take
advantage of the basic provisions of the constitutional home rule; and
WHEREAS, the City Commission deems it in the public interest for
a lay citizens group of responsible citizens from various organizations to
review the City Charter in an advisory capacity to the Mayor and City

Commission; and
WHEREAS, the revised Charter should be submitted to the State
Legislature in the form of a local bill far consideration at its preliminary
public hearings prior to the 1472 Legislative Session; ,
NOW, THEREFORE, HE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, A5
FOLLOWS:
1. That the Mayor-Commissioner of the City of Clearwater is authorized
to appoint, with the approval of the City Commission, a Charter Study Committee
to consist of nine {4~ members who shall represent the Legislative Affairs
Committee of the Chamber of Commerce, Clearwater Neighbors, League of
Women Voters, American Association of University Women and others,
Z. Further providing that the City Attorney and the City Manager
shall serve as ex-officio non-voting members of the Committee in a staff
capacity, and that the Committee shall hold weekly meetings in order to
