1. General - 'l'he Purchasing Officer is designated the Surplus Sales Officer.
As such, he is responsible for disposing of all Surplus, Obsolete and Scrap
material of any type to the best inlere:st of the City, provided it is within
the retluiremcnts of the City Charter, .

II. Scrap Sales - A scrap contract will be awarded on a six month ar annual
basis to the highest responsive and responsible bidder. The contract may
be cxtciide:d if agreed to by the co~~iractor anti if tlic service has been
satisfactory. City scales will be utilized to determine tonnage: obtained.
by contractor. Truck wciglit will be obtained before loading and loaded
•veight will be obtained to ascertain the tonnage and pound difference.
' Payment will be made in cash or by a negotiable instrument to the Pur-
chasing Office within the week the scrap is obtained. This in turn will
be sent to the Finance Department with a written explanation as to the
transaction.

- B. On items in Stock in the Warehouse or yard, the using Depart-
ment(s) will also be required to furnish above statement in writing.
C. The Purchasing Officer will deter:mine if the material or item(s) can
be used within the City.
IV. Sale or Disposal of Surplus or Obsolete Material or Items -The Pur-'
chasing Officer will dispose of suxplus or obsolete rnatcrial or items as
he deems to the best interest of the City in any one of the following
means, providing the saic of an item or bulk sale of common items is
not expected to exceed $500. 00.
A. Invitation to quote or bid.
B. Negotiation with individuals}.
C. Telephone negotiations.
D. Scrap disposal to scrap contractor.
