WHEREAS, Sand Key is a highly desirable location for public beach
and recreational facilities; and
WHEREAS, the City of Clearwater hoe endeavored for many years to
acquire all or a gartion of Sand Key for public beach and recreational facilities;
and
WHEREAS, the City of Clearwater is currently negotiating with the
upland owner of Sand Key and has offered to purchase a considerable part
of the Northerly portion of Sand Key for public recreational purposes; and
WHEREAS, in the event negotiations to purchase said Northerly
portion of Sand Key are unsuceeseful, the Clearwater City Commission
shall actively consider condemnation proceedings to preserve this property
for public recreational purposes; and
WHEREAS, the City of Clearwater is the titled owner of certain
properties on Sand Key, specifically the road, toll playa, the Clearwater Pass
Bridge right of way; and
WHEREAS, there has been accretion to the uplands and to those lands
owned by the City of Clearwater at the Northerly end of Sand Key abutting
Clearwater Pass, the Bridge and roadway; and
WHEREAS, the City of Clearwater has had pending in the State of
Florida Bureau of Natural Resources an application far State and Federal
matching funds in the amount of Z Million Dollars to be used with City funds
to purchase the Northerly portion of Sand Key far public beach and recreational
purposes;
NOW, THEREFORE, BE 1T RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:

1. That the City of Clearwater hereby officially requests the
Trustees of thts Internal Impxavament Trust Fund of the State of Florida to
net issue any deed or doeds in Suctions 17, 18, lq and 20, Township 29
South, Range 15 East, which is the area known as Sand Key to any private
paxty ar parties who hold title to thss uplands:
Z. In the event that title to accreted lands cannot be conveyed directly
to the City of Clearwater, the City officially requests the Trustees of the
Intexnal Improvement Trust Fund of the State of Florida to assume title to
the accretion as sovereign ]a.nds of the State and negotiate an arrangement
whereby the City of Clearwater may use the property exclusively for park
and recreational purposes.
3. That a certified copy of this Resolution be directed to the Trustees
of the Internal Improvement Trust Fund of the State of Florida, the Pinellas
County Water and Navigation Control Authori#y and the Bureau of Outdoor
Recreation of the State of Florida, Attention: Ney Landrum,
