Z. As soon as practicable a certificate o[ indebtedness against
the described real property for the amount of tlsc asacnsment shall ho
prepared, which certificate shall constitute and be a prior lien to all wither
liens except the lien far taxes. Said certificate when issued shall be payable
to bearer in not exceeding ten {10): equal annual installments with interest
at a rate not greater than eight per cent ~B%) per annum payable annually.
3. The City Clerk is hereby directed to prepare a Notice of Lien
in the amount. of the assessment against said property and to file the same
in the Office of the Clerk of the Circuit Court of Pinellas Cuunty. Florida.
