WHEREAS, the City Commission of the City of Clearwater, Florida,
together with most elected municipal officials, receive many complaints •'
from the residents of the City of Clearwater and of their respective Cities
referred to as a result of telephone solicitations by persons representing
or purporting to represent the various service clubs and businesses desiring
to sell their goods, wares, merchandise and services; and
WHEREAS, the above referred to harassment is unwarranted and
uncalled for and is or could be in violation of City ordinances concerning
solicitations; and
WHEREAS, the Florida Public Service Commission and the Legislature
of the State of Florida have seen fit to regulate the dissemination of certain
racing information by the use of telephones in violation of the gambling laws
of the State of Florida: ,
