WHEREAS, there exists a critical need for improved, modern bus ~:~~::';;'~.>z4~~i~

transit Services in the Central Pinellas area; and 1 ~'r~~'

WHEREAS, this need will be accentuated by the compulsory ~ ~'"'":•~~';;, ":~-`;
examination requirement far drivers' licenses which becomes effective ~:;~;~,r;°;a,'•~~;,a'~r
on July, 1970; and
WHEREAS, a large percentage of the population of Clearwater is
made up of senior citizens and/or disadvantaged groups who require bus
transit farilities; and '
WHEREAS, the neighboring municipalities of Dunedin, Largo,
Safety Harbor, Belleair, Belleair Bluffs, Indian Rocks Beach and Pinellas
County have expressed a willingness to 3oin with the City of Clearwater to
obtain a professional study of the bus transit requirements of this areas; and
WHEREAS, the Tampa Bay Regional Planning Council will pxepare
the application for planning assistance under the Federal Mass Transportation
Act in cooperation with a Committee to be known as the Central Pinellas
Transit Committee as herein set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMLSSION OF THE CITY OF CLEARWATEIt, FLORIDA,
IN SESSIDN DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City of Clearwater supports the creation of the Central
Pinellas Transit Committee and appoints to represent Clearwater nn Said
Committee, Commissioner Brooks Carter as the elected City official Who
shall be the voting member and City Manager Merrett R. Stierheim as an
ex officio member without the privilege of voting.
2. That the City of Clearwater further piedges its willingness to
appropriate monies or provide services in kind towards meeting the local
requixements under the Mass Transportation Act on a pro rata population
