A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA, REQUESTING THE FLORIDA
PUBLIC SERVICE COMMISSION TO CONTINUE AND COMPLETE
THE INVESTIGATION, AS CONTEMPLATED BY DOCKET NO.
' 9o~6-ECU, ORDER NO. ~}25d, OF THE PRACTICES OF THE
FLORIDA POWER CORPORATION PERTAINING TO PROVIDIIVG
FINANCIAL INDUCEMENTS, REBATES OR ACTUAL CASH
CONTRIBUTIONS TO CITIZENS, CORPORATIONS OR
BUSINESSES FOIL THE PURP05E OF SECURING THE
CONSUMPTION OF ELECTRICAL ENERGY SUPPLIED BY
THE FLORIDA POWER CORPORATION.
WHEREAS, Florida Power Corporation has one of the highest rate
structures of any corporation in the State of Florida and the people of the
City of Clearwater are paying these high power rates; and
WHEREAS, apart of the rate structure of Florida Power Corporation
=,:.:
for promotion and development is the financial considerations that the
corporation gives to prospective customers to interest them in utilizing
electrical power sold by the corporation; and
WHEREAS, it has been brought to the attention of the City Commission
of the City of Clearwater that Florida Power Corporation makes it a practice
to offer financial inducements, rebates or actual cash contributions to
private interests who axe contemplating the various sources of power that
are available for new facilities; and
WHEREAS, it is the concern of the City Commission of the City of
Clearwater that if the Florida Power Corporation did not make these cash
cantributiana, rebates and/or financial inducements that they might in fact
materially reduce the high rates now being chaxged the public for electrical
service;
