1. That the policy of the City of Clearwater with respect to the
utilizatior~City sanitary sewer facilities shall be that any property owner
in the unincorporated areas desiring the use of said facilities shall first
be required to submit a petition for annexation to become a part of the City
of Clearwater. It is the basic policy of the City that no property owner shall
be allo~ved to connect to said sanitary sewer without first being annexed into
the City. The only exceptions to this policy shall be far unusual or mitigating
' circumstances to be determined by the City Commission at a regularly
scheduled meeting.
