RESOLUTION

..__WHEREAS, the President, by Executives Order ~ 10427 dated lb "
January, 1953, has directed the Federal Civil Defenso Administration {later
zsedesignated Office of Civil and Defense Mobilization) to exercise cer#ain
designated authority vested in the President by Public Law 875 (81st Congress)
as amended; and
WHEREAS, Public Law 875 as amended provides for a continuing
means of assistance by the Federal Government to state and local govern-
ments, in carrying aut• their responsibilities to alleviate suffixing and damage
resulting from major natural disasters, to repair essential public facilities
and to faster the development of state and local organizations and plans to
cope with such disaster; and
WHEREAS, Public Law 107 (82nd Congress) amends Public Law 875
by authorizing Federal assistance in providing temporary housing or other
emergency lodging for disaster sufferers; and
`~' WHEREAS, Section 12, Chapter 252 Florida Statutes, provides "In
:~"~. event of any disaster resulting from natural cusses, the State Civil Defense
i''~ Council may make available any equipment, services or facilities owned or
~:•.
organized by the State Civil Defense Council or any local Civil Defense Council,
~;~'.~ for use in the affected area upon request of any rocognized and accredited
.~:
Relief Agency or the duly constituted authorities of the area affected"; and
WHEREAS, a disaster is defined by said act to be "any flood, drought,
fire, hurricane, tornado, earthquake, storm" or catastrophe which, in the
opiniDR of the City of Clearwater Civil Defense Council, is, or threatens to
be, of sufficient severity and magnitude to warrant disaster assistance by
the State and Federal Governments; and
'x WHEREAS, because of the existing and increasing passibility of the
occurence of disasters ar emergencies of unprecedented sixe and destructive-

Hess resulting from natural causes, and in order to insure that preparations
of this City will be adequate to deal with such disasters o* emergencies, and
~'c generally provide for the camrnon defense and to protect the public peace,
health and safety, and to preserve the lives and property of the people of the
',~ City, it is found and declared to be necessary to cause all departments of the
~' City to coordinate, cooperate and furnish the Disaster Director, such equip-
'°~ meet and resources deemed necessary in the best interest of the public;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SFpSSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
That in order to utilize the resources of the City and those of the
County, State and Federal Government to the greatest advantage, and bring
about a rlear integration of the City activities with those carxied out by the
County, other cities, towns and unincorporated areas, the Amorican Red
Cross and ether similar agoncies that ftutiction during disasters, the City
Director of Civil Defense and the office of the City Civil Defense Director,
