90-48 . p . ' ~ @ RESOLUTION NO. 90-48 ^ RESOLUTION OF THE CITY CO~IMISSlON OF THE CITY OF CLEARWATER, FLORIDA. REQUESTING THAT THE PINELLAS COUNTY BOARD OF COUNTY COMMISSIONERS ENACT AN ORDINANCE WHICH ADOPTS TIlE METHODOLOGY AND THE FEE SCHEDULE FOR TRANSPORTATION IMPACT FEES RECOI~MENDED BY THE METROPOLITAN PLANNING ORGANIZATION. t. WHEREAS, the Pinellas County Commission has requested the MetropOlitan Planning Organization (MPO) to perform a study of transportation impact fees to determine the Ilfair sharell impact fee for new development within Pinellas County to offset the cost of new transportation facilities needed to serve the growth; and WHEREAS, the attainment of the above study objectives achieves the goal to implement an impact fee system that is technically defensible. equitable. financially sound, and able to support the goals the City and County have adopted in their Comprehensive Plans; and WHEREAS. the MPO commissioned the firm of Tindale-Oliver and Associates, Inc.. to'perform a study of Pinellas County transportation impact feesi and WHEREAS. the study recommends enhancements for fairness and equity by incorporating the Penny For Pinellas one-cent sales tax and all other local and state gasoline taxes designated for local roadway improvements as credits towards the transportation impact feesi and UHEREAS, the impact fee methodology has been improved to correct trip lengths, adjust values for construction and right-of-way costs. compensate for trip capture as a percentage of total trip generations and discount fees in redevelopment areas as related specifically to Pinellas County datai and WHEREAS, the study was completed and was submitted to the MPO in February, 1990i and WHEREAS. the MPO conducted public hearings on the fee schedule for transportation impact fees recommended in the study; and WHEREAS, the MPO recommended adoption by the Pinellas County Board of County Commissioners of a fee schedule which is based on 50% of the actual impact of new development and redevelopment after allowances are made for , sal~s tax and gasoline taxi NOW, THEREFORE, BE IT RESQLVED THAT THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: . ~. . The City Commission of the City of Clearwater does hereby' request that,the Pinellas County Board of County Connissfoners enact an ordinance whic~ adopts the methodology and th~,fee schedule recommended by the MPO on September 14, 1990. Section 2. Copies of this resolution shall be provided to the Pinellas County Board of County Conmisst'oners and members of the Metropolitan Planning Organization. " Section 3.
