RESOLUTION NO. 90-43
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, SUPPORTING A MORATORIUM ON OIL AND
GAS EXPLORATION ANO DEVELOPMENT WITHIN A FIFTY-MILE
BUFFER ZONE, ALOnG THE GULF AND ATLANTIC COASTS OF
FLORIDA, AND WITHIN CERTAIN OTHER AREAS OF THE GULF OF
MEXICO, THE ATLANTIC OCEAN, AND THE STRAITS OF FLORIDAi
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the coasts of Florida are fragile, environmentally sensitive, and
vulnerable to oil and gas exploration and developmenti and
WHEREAS, the communities of the Tampa Bay region and the people of the
State of Florida strongly desire that irreplaceable marine and coastal
environmental resources be protected from the risk of damage, for their own sake
and for the protection of recreation, commercial fishing and tourism, which are
vital to the economy of the State of Floridaj and
WHEREAS, the President of the United States and the Department of the
Interior are reevaluating oil and gas activities in specific areas of high
resource potential and low environmental vulnerability; and
WHEREAS, a wide buffer area around the entire state is essential to
provide more response time in the event of oil spills and to better protect the
marine and coastal resources of the state; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA:
Section 1. The President of the United States and the Department of the
Interior are urged to establish a gas and oil Uno leasing buffer area" in the
following locations, as recommended by the Governor of Florida on September 18,
1990:
--Fifty miles offshore from the high water line of the entire
coast of the State of Florida:
--All federal lands lying east of 850 west longitude in waters
less than 200 meters deep:

Section 2. Upon the adoption of this resolution, the City Clerk shall
provide for delivery by mail of copies to the President of the United States,
to the Secretary of the Department of the Interior, to tne Governor of ~lorida,
and to each member of the Florida Congressional Delegation.
Section 3. This resolution shall take effect ,immediately upon adoption.
