88-61 t:."lj). ~ @ RESOLUTION NO. 88-61 A RESOLtrrION OF THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, AMENDING RULE 10 OF rrs RULES OF PROCEDURE TO CHANOE THE TIME FOR THE , COMMENCEMENT OF PUBLIC HEARINGS FROM 6:30 P.M. TO 6:00 P.M.; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission o! the City of Clearwater, through the adoption of Resolution' No. 77-44, as subsequently amended, established a set of rules of procedure to govern the conduct of its business; and WHEREAS, the City Commission wishes to change the time for the commencement of public hearings, as provided herein; now therefore BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Sectlon 1. Rule 10 of the Rules of Procedure of, the Clearwater City, Commission is amended to read: " RULE 10 The order of business shall ordinarny be: A. Procedure 1. Special recognitions and awards 2. Minutes of previoWi meetings 3. Citizens to be heard re Items not on agenda 4. Public hearings (not before 6:00 &:09 P.M.) a. City Clerk annolUlces public hearings duly advertised b. Presentation of issues by City staff c. Statement of case by applicant (or representative) - 5 minutes d. Statement of case by opposition - 5 minutes e. Commission questions f. Comments in support and "" Comments in opposition (1) Indlvidual- 3 minutes (2) Spokesperson for groups - 10 minutes Commission questions Rebu~tal by opposition - 5 minutes Final rebuttal by applicant (or representative) - 5 minutes Commission motion to determine disposition, g. h. Speaking Persons speaking before the City Commission at times other than publlo hearings, shall be limited to three minutes per speaker. The time limits set forth heretn shall control unless the City Commission by majority vote enlarges the time and speakers. No person shall speak more than once on the same subject at the same meeting tmless granted permission by the City Commission. Section 2. This resolution shall take effect December 31, 1988: However, as to ,any item of busineSs which has been advertised to be heard in a public hearing beginning not earlier than 6:30 p.m. after the effective date of this resolution, such item shall not be heard prior to 6:30 p.m. on the advertised date.
