No. 88-18
A RBSOLUTION OF THE CITY OF CLEARWA'l'ER, FLORIDA,
REQUESTING THE GOVERNOR AND CABINET OF THE STATE OF
FLORIDA TO APPROVE A SITE FOR A 500-KILOVOLT ELECTRIC
TRANSMISSION LINE TO PINELI,AS COUNTY FROM KATHLEEN,
FLORIDA, IN ORDER TO AVOID THE RlRK OF A MAJOR BLACKOUT
WHICH WOULD JEOPARDiZE THE PUBLIC HEALTH AND SAFETY OF
THE COUNTY.
WHEREAS, a reliable source of electric power is essential to the health and safety
ot the residents, businesses and visitors In the City of Clearwater and all of PInellas
, County; and
WHEREAS, Florida Power Corporation has been seeking site awroval for the
construction of n 500-kilovolt electric transmfssion line to meet this need; and
WHEREAS, approval for construction of thIs line has been delayed for over two
years, despite the findings of the Florida Public Service Commission and an
Administrative Hearing Officer; and
WHEREAS, the Florida Public Service Commission has found that Pinelles County Is
vulnerable to area-wide blackouts 4096 of the time EU1d that this degree of vulnerability
will Increase until the new transmission line is placed In service; and
, WHEREAS, incidents such as the New York City blackout of 1977 have
demonstrated the hBzard.~ to which the public is exposed when blackouts occur; and
WlmREAS, the siting or tht<J line Is now before the Governor and Cabinet for
decision; now therefore
BE rr RESOr.NBD BY THE CITY COMMISSION OF '!HE CITY
OF CLEAR WATER, FLORIDA:
Bectlen 1. The City Commission ot the City ot Clearwater does hereby request the
Governor and Cabbiet to approve a site for the proposed line in order to meot the electric
power needs of Clearwater and Plnellas County. This request Is based on the bellef that
the threat of a major blackout Is Intolerable and that such a blackout would bring with it
unprecedented disruption In our communities.
Section 2. . Upon the adoption hereof, the City Clerk shall dellver copies by maU
to the Governor and each member ot the Cabinet ot the State of Plorlda.
Section 3. ThIs resolution shall take effect immediately upon adoption.
