A RESOLUTION AUTHORIZING THE CITY MANAGER TO
FILE AN APPLICATION TO SECURE FUNDING FOR
THE PURPOSE OF CONTINUING THE ARREST DRUNK
DRIVING PROGRAM AND THE DEVELOPMENT OF A MODEL
STATEWIDE D. U . I. COUNTER-MEASURE PROGRAlol.
WHEREAS, the City of Clearwater, Florida, herein called
the "Applicant," after thorough consideration and evaluation of
the problem, has hereby determined that the continuation of the
project described below is in the best interest of the general
public:
The "Arrest Drunk Driving" Program is
eontinuing to reduce the number of alcohol
and drug related accidents in Pinellas
County. The coordinated and cooperative
approach involves a multi-phased public
awareness and education campaign, police
officer training and the use of the latest-
scientific arrest processing and testing
equipment; and will include the conversion
of the local program to model statewide
program.
and
WHEREAS, under the terms of Public Law 89-564, Title _
23, USC, Section 402,' has authorized the National, Highway Traffic
Safety Administration (NHTSA) through the Florida Bureau of
Public Safety Management, acting as an application clearing
house, to process such applications;
and
WHEREAS, the Applicant has examined and duly considered
such Act, and the Applicant considers it to be in the public
interest and to its benefit to file an application under said Act
and to authorize other action in connection therewith;
NOW, THEREFORE, BE IT HESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA, IN SESSION REGULARLY AND DULY
ASSEMBLED, AS FOLLOWS:

1. That it iB the finding snd determination of the
City Commission that continuation of the project generally
idesc~ibed above isil. the best interest of the Applicant and the
general public.

2. That Joseph R. McFate~ Interim City Manager, be and
he is hereby authorized to file on behalf of the Applicant an
application in the form prescribed by the State of Florida,
Bureau of Public Safety Management in conformity with said Act,
for a grant to be made to the Applicant to assist in defraying
the cost of the project generally d~scribed above.
3. That if such grant be made, the Applicant shall
provide or make necessary arrangements to provide such in-kind
contributions in addition to the grant as may be required by the
Act to defray the cost of the project gener-ally described above.
4.
That said Joseph R. McFate, Interim
City Manager,
is hereby authorized to furnish such information and to such
other action as may be necessary, including executing a contract,
to enable the Applicant to qualify for said grant.
5. That the official designated in the preceding
paragraph is hereby designated as the authorized representative
of the Applicant for the purpose of furnishing to the State of
Florida, Bureau of Public Safety Management such information,
data and documents pertaining to the application for the grant as
may be . required and otherwise to act as the authorized represen-
tative of the Applicant in connection with this Application and
any contract submitted for approval following grant authori-
zation.
6. That certified copies of this Resolution be
included as part of the Application for said grant to be
submitted to the Florida Bureau of Public Safety Management.
7. That if such grant be made, the Applicant or
official designated in Paragraph 4 above shall maintain such
records necessaIY and furnish such information, data and
documents as required by the State of Florida, Bureau of Public
Safety Management to support the implementation of the project
generally described above and any ,contract submitted in support
of the grant.
