A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
APPROVING AMENDMENTS TO AN INTERLOCAL AGREEMENT
WITH OTHER GOVERNMENTAL UNITS WITHIN THE STATE OF
FLORIDA WIllCH CREATED THE FIRST FLORIDA
GOVERNMENTAL FINANCING COMMISSION, RELATING TO
MEMBERSHIP AND ALTERNATE REPRESENTATION OF' THE
MEMBERS OF THE COMMISSION; AUTHORIZING EXECUTION OF
THE AMENDMENTS BY THE MAYOR AND CITY CLERK;
PROVIDING FOR THE RECORDING OF THE AMENDED
AGREEMENT; PROVIDING AN EFFEGrIVE DATE.
WHEREAS, the City ot Clearwater, Florida (the tfCltyn), and other Florida cities
and counties (the "Governmental Units") have executed and delivered an interlocal
agreement (the "Interlocal Agreement") creating the First Florida Governmental
Financing Commission (the "Commission"); and
WHEREAS, the Commission adopted a resolution on September 25, 1987,
proposing certain amendments to the Interlocnl Agreement; and
WHEREAS, the City finds and declares that such amendments are In the City's
best interests, and desires to amend said Interlocal Agreement to incorporate these
amendments;
NOW, THEREFORE, BE rr RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. Section 3.01(b) of the Interlocal Agreement is amended to read:
(b) The existing Members of the Commission consist of the City of
St. Petersburg, Florida, the City of Sarasota, FlorIda, Manatee Comty,
FlorIda, Broward County, Florida, the City of Clearwater, Florida, the City
of GainesviRe, Florida, and PlneUas County, Florida.
Section 2. Sectlon 3.02(a) of the Interlocal Agreement is amended to read:
Section 3.02. Representation. (a) Except as provided above, each
participating Governmental Unit may appoint one Representative to act on
its behalf on the Commission. Each participating Governmental Unit may
also appoint no more than two alternate Representatives one of whom shall
have a vote on the Commission if the Representative of such Govemmental
Unit is not in attendance at meetings ot the Commission. Any
Governmental Unit selecting two altemate Representatives shall designate
such alternate Representatives lIB the "FIrst Alternate Representative" and
the "Second Altemate Representative." The Second Alternate
Representative shall be entitled to vote only if neither the Representative
or the Pirst Altemate Representative are in attendance at such meeting of
the Commission. No alternate Representative shall be entitled to vote if
the Representative af such Governmental Unit is in attendance at a
meeting of the Commission. Each alternate Representative must meet the
requirements set forth [n Section 3.02(c) hereof. Upon compliance with the
provisIons of Section 3.01 hereof, no Governmental UnIt shall be required
to appoint a Representative to act on its behalf on the Commission.
Section 3. The Mayor and the Clerk are hereby authorized to execute and
deliver the amendments to the Interlocal Agreement necessary to effectuate the

,changes set forth above. Upon execution, the Clerk [s hereby authorized and directed
~ record the amended Interlocal Agreement [n the publlc records ot Plnellas County.

Section 4. This resolution shall take eCtect immediately upon adoption.
