OF CLEARWATBR, FLORIDA, DESIGNATING AN
BNTBRPRlSB ZONB IN CI.BARW ATBR PURSUANT TO
CHAPTER 290, FLORIDA STATUTES; RBQUBSTlNG STATB
, APPROVAL OP, THB ENTERPRISE ZONE; ADOPTING A
PROGRAM OP LOCAL PARTICIPATION IN THB
ENTERPRlSB ZONE 1P STATE APPROVAL IS GRANTED;
RESCINDING RBSOLUTlON 86-43 ON THE SAME SUBJBCT;
PROVIDING AN EPFECTIVE DATE.
WHEREAS, the City of Clearwater, as a Florida municipality, is a unit of local
general purpose government with political jurisdiction over the area described in
Exhibit A hereto and designated as the City of Clearwater Enterprise Zone; and
WHEREAS, the City of Clenrwater Enterprise Zone is an area In which there are
conditions which are a menace to the pUblic health, safety, morals, or welfare,
including among others a substantial number of slum, deteriorated, or deteriorating
structures and other dcterioration of site or other improvements, a predominance of
defective or inadequate street layout, faulty lot layout, and diversity of ownership or
'defective or unusual conditions of title; and
WHEREAS, the City Commission desires to participate in the Florida Enterprise
Zone Program as authorized by Chapter 290J Florida Statutes;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OJ! THE CITY OF CLEARWATER, FLORIDA:

~.!!!lon 1. The City Commission hereby determines that the rehabilitation,
, ' conservation, or redevelopment of the City of Cleal'water Enterprise Zone, as
described in Exhibit A, is necessary in the interest of the public health, safety,
morals, or, welfare of the community, and the area is hereby declared to be the
locally designated enterprise zone pursuant to Section 290.005(1), Florida Statutes.
Section 2. The CIty Commission does hereby request approval of the arca
designated as the City of Clearwa.ter Enterprise Zone from the Secretary of the
Florida Department of Community Aftairs, and to certify this area. as eligible for the
Incentives and programs enumerated in Section 290.007, Florida Statutes.
Section 3. The City Commission will follow a program of local participation,
contingent upon state approval of the City of Clearwater Enter[)rlse Zone, including:
(1) The enterprise zone will continue to be a targeted area for the expenditure
,of locally generated tunds for capital projects.
(2) ~dd1tlonallocal services will be provided in the enterprise zone.
,(3) The enterprise zone will continue to be a target area for the expenditure of
. Federal community development funds administered through the CIty.

(4) Tho approved community redevelopment plan and the supporting community
redevelopment trust tund wUl continue to be applied in the enterprise zone.
(5) The City will continue to apply reduced local governmental regulation, such
as that contained In the Downtown Ordinance, to the enterprise zone as appropriate.
(6) The City wlll continue to Issue industrial revenue bonds in the enterprise
zone as requested and as appropriate pursuant to Section}63.385, Florida Statutes.

(7) Emphasis wlll continue on malntalnlng a balanoe of commercial/light
industrial and residential uses In the enterprise zone.
Section 4. Resolution 86-43, adopted on June 19, 1966, is hereby rescinded.
Section 5. This resolution shall take effect Immediately upon adoption.
