A RESOLUTION TO AUTHORIZE THE SUBMITTAL OF
A GRANT APPLICATION REQUESTING ASSISTANCE
FROM THE U. S. DEPARTMENT OF EDUCATION FOR
A SPECIAL RECREATIONAL PROGRAM FOR'
HANDICAPPED INDIVIDUALS.
WHER~A~, there are numerous h6ndicapped individuals 1n
Clearwater. Florida, a community of the Tampa, St. Petersburg,
Clearwater Metropolitan Statistical Area and the 21st largest MSA
in the nation, and
WHEREAS, there Are 11,137 handicapped persons
identified in CI~arwater as of April 1984, and
WHEREAS, the Tampa, St. Petersburg, Clearwater
Metropolitan Statistical Area in the 1980 Census had the larges~
concentration of disabled individuals of any metropolitan area in
the country, and
WHEREAS, many of these handicapped individuals can
benefit from special recreational programming for handicapped
individuals, especially 1n terms of experiences contributing
toward vocational rehabilitation and in terms of improved and
normalized quality of life, and
WHEREAS, Therapeutic Recreation Programs for the
Handicapped have been organl~ed by the City since August, 1984
and have bee~ met with a strong acceptance by many handicapped
service agencies 1n the Community and have shown over 8,000 user
visits within the first year; and
WHEREAS, it is deSirable and necessary to install a
more comprehensive recreational program for the handicapped
population; and
WHEREAS, additional resources are neededi and
WHEREAS, the U. S. Department of Education, Office of
Special Education and Rehabilitative Services may be able to
offer these additional resources.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA. MEETING IN REGULAR
SESSION, '!H.A'!~
1. The submittal of a proposal to the U. S. Department
of Education Office,of Special Education and Rehabilitative
Services for special recreational programming for handicapped
individuals is authorized.
2. The appropriate officials are authorized to execute
such actions.
