A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, DESIGNATING AN ENTERPRISE ZONE
IN CLEARWATER PURSUANT TO CHAPTER 290, FLORIDA
STATUTES: REQUESTING STATE APPROVAL OF THE ENTERPRISE
ZONE PURSUANT TO CHAPTER 290, FLORIDA STATUTES:
ADOPTING A PROGRAM OF LOCAL PARTICIPATION IN THE
ENTERPRISE ZONE IF STATE APPROVAL IS GRANTED PURSUANT
TO CHAP~ER 290, FLORIDA STATUTES; AND PROVIDNG FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater is the unit of local general
purposed government with political jurisdiction over the area
. .
designated in Exhibit A, City of Clearwater Enterprise Zone; and
WHEREAS, the area designated in Exhibit A, City of Clearwater
Enterprise Zone, is an area in which there are conditioq;which are
a menace to the public health, safety, morals, or welfare;
including among others a substantial number of slum, deteriorated,
or deteriorating structures and other deterioration of site or other
improvements, a predominance'of defective or inadequate street
layout, faulty lot layout, and diversity of ownership or defective
or unusual conditions of title, as denoted in Section 290.044(1) (a),
Florida statutes; and
WHEREAS, the city Commission of the City of Clearwater,
Florida, deter,mines that the rehabilitation, conservation, or
redevelopment of the area designated in. E~libit A, Ci~y of
Clearwater Enterprise zon~, is necessary in the i.nterest of the
public health, safety, morals, or welfare of the community; and
WHEREAS, the City Commission of the City of Clearwater
desires to participate ~n th~ Florida Enterprise Zone Program as
denoted in Chapter 290, Florida Statutes,
NOW, THEREFORE, BE IT RESOLVED BY ~RE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA IN SESSION DULY AND
REGULARLY ASSEMBLED, AS' 'FOLLOWS =
1. That the area designated in Exhibit A, City of Clearwater
.
Enterprise Zone, attached to the Resolution is hereby declared to
be the locally designated enterprise zone pursuant to Section
290.0055(1), Florida Statutes.

2. That the City Commission of the City of Clearwater,
Florida, does hereby request State appro~al of the area designated

in Exhibit A, City of Clearwater Bn'terprise Zone, attached to
this Resolution, from the Secretary of the Florida Department
of Community Affairs pursuant to Section 290.065, Florida Statutes,
and to certify this area as eligible for the benefits contained.,in
Section 290.007(s), Florida Statutes.
3. That the City Commission of the City of Clearwate~,
Florida, will follow a program of local participation, contingent .
.
upon state approval of the enterprise zone, of the area desi9n~ted
Exhibit A, City of Clearwater Enterprise Zone, attached to this
Resolution, including:
A. The enterpris~ zone will continue, to be a targeted
area for the expenditure of locally generated funds for
capital projects.
B. Additional'local services will be provided in the
enterprise zone.
C. The enterprise zone'will continue to be a target
area for the expenditure of federal community development
funds administered through the city.
D. The approved co~nunity redevelopment plan and the
supporting community redevelopment trust fund will continue
to be applied in the enterprise Zone.

E. The city will contine to apply reduced local govern-
ment regulation, such as that contained in the Downtown
Ordinance, to the enter~rise zone as appropriate.
F. The city will continue to issue industrial revenue
bonds in the enterprise zone as requested and as appropriate
pursuant to Section l63.38S, Florida Statutes. '
G. Emphasis will continue on maintaining a balance
of commercial/light industrial and residential uses in
the enterprise zone.
