A RBSOLUTION OF THE CITY COMMISSION AMENDING
RULBS 7, 18 AND 19 OF ITS RULES OF PROCEDURE
TO CONFORM TO STATE STATUTES AND PROVIDE NEW
GUIDELINES FOR REVIEW OF REPORTS AND MAIL
DISTRIBUTION.
WHEREAS, the City commission of the City of Clearwa~er, through
the adoption of Resolution No. 77-44, as amended, established a set
of rules of procedure to govern the conduct of its busine~s~ and
\iHERRAS, the City Commission wishes to make changes in the
review of reports, distribution of mail and disclosure of conflict
of interest by Commissioners~
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1.
That Rule 7 of the Rules of Procedure of the Clearwater
City commission as set forth in Resolution No. 77-44, as amended,
be deleted and thefollowing~ consistent with F.S. 112.3143,~be
.inserted:
RULE 7
,No Commissioner shall vote in his official capacity on a
matter in which that Commissioner has a direct or indirect,
personal or financial interest, or which inures to his
~pecial private gain, or to the special gain of any princ-
ipal by whom he is employed or otherwise retain.ed. He must
also state at the public meeting the nature of ,his interest
and within fi.fteen (15) days after the Commission meeting
file ,with the City Clerk a Form 4 to describe the nature of
his interest in the matter. The Form 4 shall be received
by the City Clerk and incorporated into the minutes of the
meeting.
2. That Rule 18 of the Rules of Procedure of the Clearwater
City Commission as set forth in Resolution No. 77-44, as amended,
be and the same is hereby amended to read as follows:
RULE 18
All material prepared by the City Manager for the
Commission shall be provided to the press and to the
public via a special box in the City Clerk's office.
Reports shall be made available in the Clerk's office
for the public to eheek-e~~-aAa-8~Hey-a~-~ei8H*e~--
review.

paragraph be deleted, and the same is hereby amended by inserting
in compliance with Commission direction the following change tOI
RULE 19
Mail to the Mayor-Commissioner and the Commissioners arriving
at City Hall received pursuant to the law or in connection'
with the transaction of official business by the City of
Clearwater shall be copied as follows:
(a) Each Commission member will receive the
original of items addressed to them and
copies of everything will continue to be
made for the City Clerk's office, Citizens'
file, the press file, the City Attorney's
office, and the "read" file.
Subsequent sub-paragraphs to be retained but relehtered~.
4. That Rule 7 and Rule 18 as set forth in Resolution
No. 77-44 be and the same are hereby repealed.
5. That Rule 19 as set forth in Resolution No. 77-44 is
amended by adding thereto a new 'sub-paragraph (a) with all
subsequent sub-paragraphs to be retained but relettered.
6. That all other rules set forth in Resolution No. 77-44,
as amended, are hereby ratified and confirmed.
7. That this Resolution shall take effect immediately upon
its adoption.
