A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
OPPOSING TWO FLORIDA HOUSE BILLS - PCB 85-11 NR
AND HB 106 - WHICH WOULD MAKE MAJOR CHANGES IN
STATE LAW CONCERNING WA'rER MJ\NliGEMENT.
WHEREAS, PCB 85-11 NR which is a far-reaching bill, would,
among other things, violate the principle that water is a State
resource that should be managed fairly and efficiently on a
regional basis and vastly weaken, if not destroy, the Southwest
Florida Water Management: District, which has successfuly administered
water regulation in all or parts of 16 counties, including Pinellas,
for the past decade; and
WHEREAS, House Bill 106 would undo the present rural-urban
balance on the SWIFTMUD board by limiting Pinellas and Hillsborough
Counties to one member each; and
WHEREAS, the City Commission of the City of Clearwater wishes
to strongly oppose these two House b~lls which would make major
changes in State law concerning water management;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater, Florida,
strongly opposes PCB 85-11 NR and HB 106, two Florida House bills
which would make major changes in Sta~ law concern~gwater manage-
mont and urges the Pinellas County Legislative Delegation to oppose
passage'of these bills.
2. That a copy of this Resolution be transmitted forthwith to
House Speaker James Harold Thompson, Senate President Harry Johnston,

House Natural Resources Committee Chairman James Ward, Governor
Bob Graham, the Pinellas County Legislative Delegation, and the
St. P~tersburg Area Chamber of Commerce.
