A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF CLEARWATBR OPPOSING SENATE JOINT ~ESOLUTION
25 IN ITS PRESENT FORM.
WHEREAS, the Florida Senate in Senate Joint Resolution 25 has
proposed an Amendment to the Florida Constitution relating to
limitations on increases in operating budgets of units of
government~ and
WHEREAS, the Amendment as presently drafted does raise some
serious concerns about the restrictions that would be imposed; and
WHEREAS, in utilizing 1I0peratingll budgets in the proposed
Amendment there is a failure to consider the fact that the City
would be serioUSly hampered in meeting significant cost increases
in such funds as the Enterprise Fund and Utility Fund by the
limitation imposed by the proposed Amendment; and
WHEREAS, the proposed limitation would have serious impacts
on the Capital Improvement Plan and proposed expenditures; and
WHEREAS, the limitation measure relating to tying any increaoo
to a percentage of increase of personal income could cause problems
if no factor exists to take into account situations where growth
exceeds the State average; and
WHEREAS, budgeting through referendum represents a cumbersome
and expensive process~ and
WHEREAS, placing limitations on a municipal budget either by
Constitutional Amendn\ent or State legislation at a time when more
and more problems are required to be faced on the local level,
restricts and hampers the role of local elected officials;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater, Florida,
for the reasons stated herein wishes to indicate its opposition to
Senate Joint Resolution 25.
2. That copies of this Resolution be forwarded to the Pinellas
County Legislative Delegation, the Florida League of Cities and
Mayors of Cities located in pinellas County.
