A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA, OPPOSING THE
BILL PROPOSING TO AMEND TilE PRESEN'l' WA'l'ER
AND NAVIGATION ACT.'
WHEREAS, Pinellas County is proposing a series of amendments
to the current Water and Navigation Control Act; and
WHEREAS, those amendments would grant additional authority to
the County in areas where the City is already acting; and
WHEREhS, such proposed grants of authority are merely grants
which enhance another layer of government and are not necessary; and
WHEREAS, the necessity for the need for such an Authority should
be studied;, and
WHEREAS, the County through one of the amendments proposes
to add an additional component of ad valorem tax on all property
owners at a time when such taxes are open to question without any
real benefit to the vast majority of citizens in the County~ and
WHEREAS, the City Commission wishes to go on record as being
strongly opposed to this proposed bill as drafted;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater, Florida,
hereby wishes to go on record as being strongly' opposed to the bill
amending the law governing the pinellas County Water and Navigation
Control Authority.
2. That the City Commission of the City of Clearwater hereby
requests the Pinellas County Legislative Delegation to stop this
bill and instead to examine the need for such an Authority given
the evolution of the law and home rule since the Authority was
created in 1955.
3. That a copy of this Resolution be forwarded to the
Chairperson of the Pinellas County Legislative Delegation, the
Council of Mayors, and the Cities in pinellas County.
