WHEREAS, the Parks and Recreation Department is
charged with the responsibility of providing recreation programs
for all citizens of ClearwaterJ and
WHEREAS, City staff is not always availnble or qual i-

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY
AND REGULARLY ASSEMBLED, AS FOLLOWS:
1. The City Manager or his designee shall have the
authority to negotiate with and hire special interest instructors
for recreation programs where instructors are necessary.
2. The city Manager or his designee shall have the
authority to set appropriate fees for said'special interest
classes and programs.

authority to sign agreements on behalf of the City with persons

4. Special interest instructors shall be compensated
