A RESOLUTION AUTHORIZING THE CITY MANAGER TO
FILE AN APPLICATION TO SECURE FUNDING FOR THE
PURPOSE OF DEVELOPING A JUVENILE PREVENTION
PROGRhM IN CLEARWATER, FLORIDA.
WHEREAS, the City of Clearwater, Florida, herein
called the "Applicant", after thorough consideration of the
problem and available data, has hereby determined that the
development of the project described below is in the best
interests of the general public:
The development of a program to divert those
juveniles who do not need the official intervention
of the juvenile justice system into programs which
provide the juvenile and the community with the
optimum level of intervention and service. This
program will be designed for those children who
will receive the maximum benefit from prevention
and referral to agencies outside the justice
system. This group will also be those juveniles
taken into custody for delinquent acts who have
not previously been processed through Juvenile
Justice System and will include first, and when
considered deserving, second offenders. The
primary goal of the project is to provide
counseling and assistance, through referral, to
prevent any behavior that will result in negative
police contact;
and
WHEREAS, under the terms of Public Law 90-351, the
United States of America has provided through the Florida
State Bureau of Juvenile Justice and Delinquency Prevention
acting as an application clearing house, to process such
applications; and
WHEREAS, the Applicant has examined and duly
considered such Act, and ~he Applicant considers it to be in
the public interest and to its benefit to file an
application under said Act and to authorize other action in
connection therewith;

NOW, THEREFORE, BE IT ,RESOLVED BY THE CITY
'COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION REGULARLY AND DULY ASSEMBLED, AS
FOLLOWS:

1. That it is the finding and determination of the
City Commission that development of the project generally
described above is in the best interest of the Applicant and
the general public.
2. That Anthony L. Shoemaker, City Manager, be and is
hereby authorized to file on behalf of the Applicant an
application in the form prescribed by the State of Florida
Bureau of Criminal Justice Department of Community Affairs
and in conformity with said Act, for a grant to be made to
the Applicant to assist in defraying the cost of the project
generally described above.
3. That said Anthony L. Shoemaker, city Manager, is
hereby authorized to furnish such information and to take
such other action as may be necessary, including executing a
contract, to enable the Applicant to qualify for said grant.
4. That the official designated in the preceding
paragraph is hereby designated as the authorized
representative of the Applicant for the purpose of
furnishing to the State of Florida Bureau of Criminal

generally described above and any contract submitted in
support of the grant.
7. That this resolution shall take effect immediately
upon its adoption.
