WHEREAS, the City of Clearwater, Kathy Kelly, Mayor-Commissioner,
Anthony Shoemaker, City Manager, Lucille Williams, City Clerk,
and Thomas Bustin, City Attorney, have been made party def~ndants
in a class action for injunctive relief and declaratory judgment,
which is the subject matter of a case in U.S. District Court
styled Americans United for Separation of Church and State, et
al v. city of Clearwater, Florida, et aI, No. 84-97-CIV-T-17;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY

IN SESSION DULY AND REGULARLY ASSEMBLED AS
FOLLOWS:
1. That the City Attorney is hereby authorized to take any
and all steps necessary to defend the City of Clearwater, Kathy
Kelly, Mayor-Commissioner, Anthony Shoemaker, City Manager, Lucille
Williams, City Clerk, and Thomas Bust~n, City Attorney, in a case
in U.S. District Court styled Americans United for Separation
of Church and State; National Council of the Churches of Christ
in the U.S.A.; The American Jewish Committee; Suncoast American

Baptist Church, et al v. City of Clearwater, Florida, a municipal
corporation; Kathy Kelly, as Mayor of the City of Clearwater,
Florida; Anthony Shoemaker, as city Manager of the City of Clear-
water., Florida; Lucille Williams, as City Clerk of the City of
