WHEREAS, our country, which was founded on the principles of freedom,
justice and equality, was given life by common citizens with
uncOllOn courage who fought for those beliefs; and
WHEREAS, 2.296 of America's best citizens are still listed as lissing-
in-action in Southeast Asia 18 years after the involvement
of the United States in that conflict ceased; and
WHEREAS, there have been lOre than 11,000 live sighting reports since
19i3 of Alerican serviceIen being held against their will as
prisoners in Southeast Asia; and
w1lEREAS, in October 1990, the United States Senate Foreign Relations
CoMittee released an "Interil Report on the Southeast Asian
pow/KIA Issue" that concluded that ftnited States military
personnel were ilprisoned in Southeast Asia; and
wlIEREAS, these Alericanshave endured, and continue to endure,
unilaginable hardship while their failies have held out
hope and postponed their grief; and
WHEREAS, the City of Clearwater has seen fit to help bring these facts
to the attention of the nation by honoring its citizens still
listed as lissing-in-action in Southeast Asia, and by
bestowing honorary citizenship to Lt. Morgan J. Donahue, a
brave Alerican still being held captive in Southeast Asia.
NOW, THEREFORE, I, Anita E. Protos, Mayor of the City of Tarpon
Springs, do hereby proclail Karch 30, 1991, as

in the City of Tarpon Springs and urge all our citizens to support
those brave Alerican serviceaen still being held prisoners of war in
