TtBEREAS, our COuntry, which 'taS founded on the principals of Freedom,
Justice and Equality, \\as given life by COJ[IICn citizens with unCOIDllOn
courage ~ took up arms to fight for their beliefs, and
\tiEREAS, the freedoms that we, A1tericans, enjoy: the privilege to sup
port or protest against our government, to 1I\Orship as we please, and to
think, speak and vote as our conscience and our hearts dictate, has always
been and will always be secured by average citizens/soldiers ~ place the
love of liberty and devotion to God and country above their own personal
comfort, and
~, 2,296 of America's best citizens/SOldiers are still listed
as missing-in-action in Southeast Asia 18 years after the involvement of
the United States in that conflict ceased, and
WHEREAS, there have been 1'lOre than 11,000 live sighting reports sinc
1973 of A1terican servicemen being held against their will as prisoners in
Southeast Asia, and
\tiEREAS, in October 1990, the United States Senate Foreign Relations
eonnnittee released an "Interim Report on the Southeast Asian PCM/MIA Iss
that concluded that United States military personnel were being held
against their will in Southeast Asia, and

WHEREAS, these A1tericans have endured, and continue to endure, unina
ginable hardship While their families have held out hope, postponing grie ,
and
WfiEREAS, the City of Clearwater has seen fit to help bring these fac s
to the attention of the nation by honoring its citizens still listed as
missing-in-action in Southeast Asia, and by bestowing honorary citizenshi
to Lt.~rgan J. Donahue, a brave Anerican still being held captive in
Southeast Asia, at a cerenony on March 30, 1991, to be known as "AMEJU

NOW, THEREPORE, BE rr RESOLVED BY THE CITY a>>MISSION OF THE CITY 0
SAFEl'Y HAROOR, FIDRIDA, IN SESSION OOIX AND REGUIARLY ASSEMBLED THAT:
1. The City of Safety Harbor supports those brave A1terican
servicemen now being held as prisoners of war in Southeast Asia and thei
families.
