LETTER'OF'AGREEMENT
It is hereby agreed between the City of Clearwater (owner) and the City of
Dunedin (user) that the owner will dispose of the users digested Wastewater
sludges, on an interim basis, as described in the following conditions of
agreement.
Conditions of agreement are 'as follows:
The owner will:
1. Provide adequate acreage at its Hillsborough County Sludge
Disposal site to accomodate approximately 16,000 gallons per
day of the users digested wastewater sludges. This based upon
a 5 day (Mon.-Fri,) basis only.
2. Oversee the proper disposal of users sludge in accordance with
present practices.
3, Provide sludge spreading equipment as required and maintain
all sludge disposal equipment and the disposal site (roads,
fences, etc.)
The user will:
1, Be responsible for the transportation of their sludge to the
disposal site.
2. Be responsible to assure that the delivery vehicles meet the
owners criteria for unloading. This includes the proper size
and type of discharge piping.
(Note: 6 inch - quick connect fitting required.)
3. Be responsible and insure that all sludges transported to the
disposal site are, in fact, adequately digested and suitable
for land spreading.

Any sludges that are delivered which appear not to be adequately
digested as judged by appearance, odor or chemical analysis will
be rejected by the owner
4. Operate their sludge disposal activites during the normal hours
of operation of the owner. These are Mon.-Fri.~ from 7 a.m. -
6 p.m. with the last load delivered before 6 p.m.
5. Pay a users fee of $8.00 per thousand gallons of sludge. Said
fees to be billed monthly by the owner.
Records of sludge disposal quantities will be verified by the
owners disposal site coordinators.
This agreement will go into effect when signed by both parties and will remain
in effect as an inter!~ emergency measure pending the enactment of the Florida
Department of Environmental Regulations Sludge Disposal Rule No.: Part IV 17-7
F.A.C. Effective Date: June 1984
This agreement may be terminated prior to June 1984 for good cause by either
party.
If the above conditions meet with your approval, please sign three copies of this
letter and return all three to me, I shall return an executed copy to you as soon
as possible.

Dear Tony:
Attached are two copi es of the agreement between Dunedi nand
Cl earwater for the di sposa 1 of Dunedi n' s Wastewater sludge on
property owned by the City of Clearwater.
We have taken steps to enact a separate agreement with the hauling
contractor currently handling the transportation of the City of
Clearwater's sludge.
At this time we are still able to dispose of our sludge on the
property we have been utilizing for this purpose over the past few
years. We wi 11 cont i nue to do so unt il we are forced out by the
scheduled development. The developer will notify us as soon as this
date is determined. We will contact you at that time in order to
give you as much notice as possible that we will be requiring your
servi ces.
