LITTER REMOVAL PROCEDURES
1, Interested sponsoring organizations, groups, Qr individuals should contact
the City of Clearwater Public Services Department Office for copies of the
guidelines, Drocedure.s, and contract agreement.
2. The following areas may be adopted by a sponsoring organization, group, or
individual: City Streets, Right-of-Ways and Parkways
Medians are ~ to be included in this program due to .:saf8ty factors.
3. In an effort to make the Adopt-A-Street program available to all cit:izens,
a maximum of 5 streets/areas will be issued to any one organization~ group,
individual Or affilia.te. Streets to be adopted are to be arterial or
collector streets. T:"1Ose groups adopting a street shall li-lTe or have an
organizational office or facility in close proximity to the adopted street_
~, The Public Services Director or designee will screen and select the section
of City Streets, Right-ai-Ways/ a.nd/or p.a.rkways tc be adopted. Groups
udopting d section of City Streets may clean only on the areas outside the
paved right-af-ways and shoulders - approximately 12~l.5 feet from the edge
of the outside driving lanel shoulder, or ramp the grassy areas. No
parking will be allowed on the City street srwu1ders. In the event of two
groups wanting to adopt the same street it ,,-'ill be on a fi r..st come fil:st

5. ThrQQ (3) copies of the Climpleted contract agreement package, each copy
signed by the group coordinator, shall be returned to the City of Clearwater
Public S@:t:vicGS Department Office for approval by the Public Services
Director or designee. Each contract requirQs origin~l signatures.
6. One complete fully ex~cuted contract agreement package will be forwarded to
the following:
Sponsoring organization, group, or individual
City of Clearwater City Clerk's Office
City of Clearwater Public Services Department's Office

7. Upon receipt of the complete executed agreement, the Public
Department Office '....il1 install the permanent Adopt-A-Street signs
organizations, group, or individual at no cosl to the group.

9. The City of Clearwater Public Services Office will coordinate litter
clean-up efforts '..iith the group and be responsible for provIding 5 safety
vests. The group may redeem any recyclables collected and keep the proceeds
for the group, The group will be responsible .for sUpplying plastic trash
bags. The trash bags shall be left ur,der the Adopt-A-Street signs for
collection. The Solid Waste Department (Ii 62 -6650) will schedule trash bag
collection from the streets as Soon as practical after completion of the
clean-up efforts.
10.Litter c1edn-up report torms, included in the aqreement packa.ge(make copies
for future use), shall be completed by th"" group after each litter Clean-up
event and returned to the Public Senrices Department. The Public Services
Department will maintain files fer all Adopt-A-Street ac~ivities.

SAFETY RECOMMENDATIONS
ADOPT-A-STREET
LITTER REMOVAL PROGRAM
The followina City of Clearwater Safety Recoromendations are provided for groups
participating in the Adopt-A-Street litter control program:
1. Prior to any clean up operations, the gro\1p leader will notify the PUblic
Services Department.
2. No horseplay of any type will be tolerated.
]. No intoxicating liquid, beverage or illegal drugs will be allowed.
4. Persons participating should wear gloves; a good quality shoes (no open toe
shoes or shower clogs) and light or bright c-olored protective clothing. No
clothing will be allowed that hinders the sight. or the participant. Safety
vest shall be worn.
5. An adequate supply of drinking water should be readily available.
6. A good pair of sunglasses, cap, and sun block should be considered.
7. Carpool to the adopted street section to keep the number of ca.cs on the
roadside to a minimum. Park off the roadway as far away from the pavement
edge as possible. Keep vehicl-es on the same side of the s-tree L as
participants.
8. Participants should ".;ark facing oncoming traffic whenever possible and work
one side of the street at a time. Do not enter the roadway or shoulder areas
at any time.
9". Avoid suspected tox.ic/hazardous substances I poison ivy, poison oak, no.xious
weeds. areaE where herbicides were applied recently, places where snakes, fire
ants or other insects may be lecated.
IN CASE OF EMERGENCY:
1. Every crew should possess an ~dequa~e first aid kit.
2. Know the route from the work site to the nearest emergency cent er or
hospital in case of serious injury.
3. Have transportation immediately a 'vailable.
4. Every crew should p05se~ a cell phohe for emergency notification.

NOW THEREfORE; the parties agree as follows:
1.
THE GROUP SHALL;
A. Adopt a section of right of way adjacent to the City street for litter
removal at least four times a year.
B. Perform litter removal in ~trict accordance with the City of Clearwater
"Litter Removal Pl."ocedl.lres", City of Clearwater "Litter Removal Program"
and "Fede.ral Manual on Uniform Traffic Control Devices" r (MUTeD).
C, Shall conduct and attend safety meetings and pre~task briefi.ngs prior to
Jitter removal, in accordance with the City of Clea:c...;ater "Litter Removal
Program" and "Litter Removal Procedures".
D. Remove litter during daylight hours only.
E. Remove litter dUL-ing good weather conditions only.
r'. Contact the City of Clearwater Solid Waste Office at 462-6650 to arrange
an appropriate litter removal schedule which will not conflict with City
maintenance schedules.
G. Ensure that all [Jarticipants ...;ear safety vests at all time:s during the litter
removal activity. The City of Clearwater PUDic Services Dep.3.rtmentt s Office should be
contacted at 462-6585 ext 230 to obtain safety vests prior to litter removal activity.
H. Not pick up litter at construction or maintenance sites, on bridges or
overpasses, or on medians.

I. Only allow such persons to participate as are determined by the G~oup to be
responsible enough to safely purticipate in the litter removal activities.
Participating youths mU3t be at least 12 years of age and the Group shall provide

J, Not bring persons to observe the activity if the person is unde~ the age of 16 and 10

THE CITY SHALL:
A. Provide permanent Adopt-A-Street signs at the beginning and end of the
adopted highway section.
B. Provide (5} safety vests for use by each Group.
C, Remove large stored trash plastic bags from adopted highway ~ecLiQn.
D. Remove certain litter under unusual ciL-cumstances (i._e., large, !:.eavy or
hazardous items).
Th~ Group covenants and agrees that it will indemnify and hold harmless the
Cit}' and any maintaining agencies and all their officers, agents and employees
from any claim, loss, damage, cost charge or expense arisinq out of any act,
action. neglect or omission by the Group during the performance of th8 agreement,
whether direct OT indirect, and whether to any peYson or property to which the
City or said parties may be subject, except that neither Group nor a.ny of its
members shall be liable under this provision for dalnage arising out of injury
or darnagp. to persons or property d.irecLly caused or resulting from the sole
neglig8nce of the City and its member agencies, any maintaining agencies, and all
their ofllcers, employees or agents.

III.
The agreement shall remain in effect fer a two-year t;Jeriod. Tbe City or GrDup
may terminate thi.s agreement for any reason upon 30 days written notice,

This agreelll<:!nt is nontransferable and nonassignable in whole or in pa.r-t wi LlOut
written consent of the City.
V.
This agreement is for litte'C removal activities only. Any beautitication
activities must be pursued by another method.
VI.
The Public Services DirectoL' of the City of Clearwater shall screen and select the
Streets to be adopted. He shall also decide all questions, difficulties, and
disputes ot any nature whatsoever that may arise under or by reason of this
agreement, the prosecution of fulfillment of the services hereunder and the
character, quality, amount and value thereof and his decisions upon all claims,
questions and disputes shall be final and conclusive Upon the p:=Jrties hereto~
IN WITNESS WHEREOF: The parties hereto have caused these present to be executed,
the day and year first written above.
